Duties and Responsibilities (* Denotes Essential Functions)

  • Serve as chief administrative officer responsible for providing fiscal and institutional support services to instruction, public service, academic support, student services and institutional support units of the College.
  • Supervise a staff of professionals (5.00 FTE), clerical employees (3.00 FTE) and student assistants to provide fiscal and administrative support.
  • Serve as chief resource advisor for all procurement issues. Interpret laws, directives and policies affecting the college. Review expenditures of all funds to ensure compliance with the Governor's Budget Execution Policies.
  • Write up annual program review and update service outcomes and provide department leadership in meeting accreditation standards.
  • Direct the maintenance of the College's Budget Journaling System that is required for the State Budget and Finance long range planning.
    • Direct the design, development and implementation of policies, operating procedures and practices to ensure establishment and maintenance of fiscal and operational safeguards.
  • Direct the College's effort in developing and maintaining the fiscal integrity of the Banner Student Information System (SIS).
    • Represent the College as chief fiscal advisor in system wide Banner groups that are responsible for the development, implementation, and updating of the University of Hawaii SIS system.
    • Develop and implement Banner SIS fiscal policies and operating procedures and practices as they relate to the College's day school (credit program), off campus programs with three accelerated terms (Spring, Summer, Fall), and non-credit apprenticeship training program. Ensure fiscal integrity and maintenance of these three programs (day school, apprenticeship, and off campus) in the Banner SIS system.
    • Direct, supervise, and coordinate collection of system wide tuition and fee payments at the main campus (two units) and at off campus sites.
    • Direct, supervise, and coordinate collection of all cash collections on and off campus which includes Non-Credit classes, Summer School Credit classes, Non-credit Apprentice classes and numerous facilities use fees. The Community Colleges are mandated by State law to provide training to qualified trade students. Honolulu Community College is the primary provider of this training on Oahu.
    • Develop the budget model to determine the amount of tuition and fees (both credit and non- credit) the College will collect annually as this item represents approximately 20% of the College's total operating budget.
    • Direct the development and implementation of fiscal policies and procedures, which ensures prudent fiscal management and operations of the College's self-supporting non-credit programs, such as three childcare centers on various community college sites on Oahu & various high tech, construction trades and general interest classes as well as the College's self-supporting credit programs, Summer School & off campus credit programs at Pearl Harbor.
    • Direct the operations of College's auxiliary services such as the College's centralized telephone system and the mailroom, the College's central receiving point of goods.
    • Direct day-to-day operations receiving incoming calls on the main switchboard, redirecting to appropriate persons; taking appropriate action on emergencies, problems with facilities, etc.; issuing and maintaining control of keys and visitors' passes; and maintaining control of facilities use requests.
    • Direct parking operations that include selling parking permits to faculty, staff, students and others and determining parking availability on campus. Receive all formal appeals and forward to College Appeals Officer. Render decisions on all informal appeals.
    • Plan, organize and direct the accounting, procurement and inventory functions of the College that include instructional departments; student services; academic support; research projects; conference center accounts; institutional support; and one continuing education systemwide project (Pacific Center of Advanced Technology Training Center).
  • Direct the safeguarding of the College's equipment inventory to ensure compliance with Federal, State, and University guidelines.
    • Responsible for the preparation of all College financial statements including preparation of the College's Trial Balances for auditing purposes.
    • Resolve all financial audit findings by recommending College action plans and by ensuring the implementation of corrective actions.
    • Develop, evaluate and enforce internal control directives in order to safeguard College assets and ensure the financial integrity of financial statements.
    • Develop and participate in the advising and preparation of long- and short-term budgets of Special and Revolving funds to ensure and maintain financial stability.
    • Direct the payroll function of the College to ensure timely and accurate payments. Develop and implement directives to improve the payroll process.
    • Advise and assist the Financial Aid Office in the administration of financial aid awards. Responsible for College compliance with all Federal Regulations relating to the refunding of federal aid within the specified time deadlines.
    • Assist program heads in the development of extramural grants/contracts by providing budgetary advice and ensuring that final proposals are compliant with University and granting agency policies and guidelines and are submitted within granting agency deadlines. Advises and trains PIs, faculty, and staff on fiscal matters to facilitate program objectives in compliance with external funding guidelines and procedures.
    • Instructs PIs on the appropriate methods of procurement when specialized purchases are required which are unique to the projects and programs.
  • Produce timely reports for extramural grants that provide detailed balances of all approved budget line items.
    • Provide direction, support and training to all departments/units in the monitoring of budget allocations, revenue and expenditure levels and the status of account balances.
    • Review, analyze and coordinate the completion of all fiscal reports (mandatory or special) required by University of Hawaii central offices, legislature, and other agencies.

  • Minimum Qualifications

    • Possession of a baccalaureate degree in Business Administration, Accounting, Finance or related field and 6 year(s) of progressively responsible professional experience with responsibilities for accounting and/or fiscal administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
    • Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned areas of accounting and/or fiscal administration.
    • Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with accounting and/or fiscal administration.
    • Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.
    • Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
    • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    • Demonstrated ability to operate a personal computer and apply word processing software.
    • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
    • Six years of responsible work experience in financial or cost accounting, of which two years shall have been supervising staff in related functions.
    • Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles, and methodologies of asset, liability, revenue and expenditure accounting.
    • Extensive knowledge of generally accepted governmental accounting principles and techniques and fund accounting system.
    • Extensive knowledge of the theories, principles and practices of organization and management.
    • Ability to analyze financial statements, discern trends and apply analytical techniques such as ratios to asset and liability accounts.

    Desirable Qualifications

    • Experience in a postsecondary educational environment, preferably at the community college level, which included responsibilities in budget execution, federal project administration, and government accounting.
    • Experience working with a computerized fiscal accounting system.
    • Experience working a computerized student information system such as Banner.
    • Experience working with spreadsheets such as Lotus and Excel.
    • Certified Public Accountant (C.P.A.) or Master's degree in Business Administration.
    • Knowledge of University of Hawaii and State of Hawaii governmental operations.
