Duties and Responsibilities:- ** Coordinates the disbursement and reconciliation of funds (Revolving, Private, Federal). Prepares and distributes monthly reports on fiscal status of each account to each respective Principal Investigator and maintains the Fiscal Officer's project files.
- ** Serves as main auditor & reviewer for the School's RCUH service ordered & revolving projects incl. tracking & processing documents in the RCUH system, ensuring compliance w/ RCUH & Federal guidelines, & advising project personnel on policies & procedures.
- ** Works with project support staff in routine & special purchases, & tracks the purchasing to its conclusion. When necessary advises, assists & coordinates w/ project staff the process of obtaining bids, receiving goods, & the authorization of payments.
- ** Confers and/or corresponds with University Central Administration personnel including colleagues in Procurement, Property & Risk Management, Disbursing, Payroll, Treasury, & Central Accounting; vendors; & consultants to handle routine matters.
- ** Reviews all UH Foundation purchasing and payment documents to ensure compliance with UHF guidelines. Tracks UHF payments and contributions and reconciles funds in order to calculate budget balances.
- ** Provides training to Principal Investigators (PIs) and/or support staff on how to navigate through RCUH, FMIS, and/or other web base system to obtain project financial information and process transactions for the procurement of goods and services to support the project.
- ** Confers and/or corresponds with central administration of the Research Corporation of the University of Hawaii (RCUH) including personnel in Disbursing, Human Resources and Project Management; vendors; & consultants to handle routine matters.
- ** Reviews proposals and advise PIs in the preparation of budgets for extramural funded projects.
- ** Provides advice in the calculation of budgets in order to maximize allocation of resources; advise PIs of the University's administrative procedures, Office of Research Services (ORS) and various funding agency guidelines, policies and procedures.
- ** Interprets policies and procedures for the PIs to enable them to accomplish stated goals and objectives of the project; act as liaison with the PIs and various university system offices that monitor and enforce appropriate policies.
- ** Coordinates and prioritizes efforts to ensure effective management of projects under jurisdiction of each contract and grant; perform final budget review of all contract proposals and re-budgeting requests.
- ** Upon approval of contract or grant funding, prepares documents to create expenditure accounts via the University's Financial Management Information System; monitor expenditures and prepare periodic financial statements to PIs.
- ** Verifies and approves cost-sharing and FTE certification reports; prepare monthly cash report for special and revolving accounts.
- ** Coordinates PCard purchase system for school; handles applications process; maintains transactional summary reports from school users; summarizes Pcard transactions for Fiscal Officer's review.
- Receives training relative to policies and procedures in the specialty area.
- ** Independently performs moderately complex assignments of limited scope in the specialty area involving application of standard policies and regulations and widely accepted methods and practices.
- ** Assists higher level personnel in the performance of assigned duties.
- Learns and applies methods, techniques, and principles of the specialty area.
- ** Special funds Contracts- Assist with the School's special funds contract; provides technical advice and assists on compliance issues; consults with sponsoring agencies about fiscal issues; and develops procedures to ensure compliance.

Minimum Qualifications:- Possession of a baccalaureate degree in Accounting, Finance, Management or related Business Administration specialization, and three (3) year(s) of progressively responsible professional experience with responsibilities for providing administrative support services in an office or research environment; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the accounting, budgeting, human resources management, procurement, contract management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with UH, RCUH and federal agencies.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Desirable Qualifications:- Prior working experience with UH, RCUH and UHF administrative policies and procedures.
