Position Description

Advertised Job Summary

Under limited supervision, reporting to the Director of Human Resources and Finance (Director), the Senior Budget Analyst is responsible for providing financial oversight, management and projections for programs within central University Development, detailed fiscal analysis of payroll for the division to also include procurement and contract activities to ensure accuracy within account balances. The Senior Budget Analyst provides detailed analysis, forecasting, and processing of all budgeting and purchasing activities to be shared with the Director and the Associate Vice President for Talent and Administrative Services. Prepares budget detailed responses to the university budget office that represents all program areas within the Division of Development. Initiates, reviews, and modifies the process for submissions as needed for all expenditures and employee reimbursements for the Division. Meets with program directors concerning budgetary needs and review current needs, as well as anticipate future expenditures. Proactively monitors unanticipated overages and to ensure deficits do not occur within individual budgets. Works closely with Budget office on requested budget review requests or reports. Serves as primary contact for Development’s contracts by monitoring and facilitating the process for contract renewals and agreements. Works with Director on all complex purchasing requests and detailed contract negotiations that meet University policies and procedures. Serves as the primary Department travel card liaison for the Division.

Job Related Minimum Required Education And Experience

Requires a bachelor’s degree in a job related field and 3 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Bachelor’s degree in accounting or related field and 4 years of professional accounting experience, or equivalent education and experience. Must have above average skills with Microsoft Professional Package (i.e. Word, Excel, PowerPoint, and Outlook). Preferably, highly skilled with formation of spreadsheets. Also, familiarity with USC policies, procedures and systems would be beneficial.

Knowledge/Skills/Abilities

Proficiency in Microsoft Word, Outlook, Excel and PowerPoint. Skilled with formatting spreadsheets. Ability to present detailed information concisely and effectively, both verbally and in writing. Must have experience in working with diverse situations and people. Ability to exercise discretion in interpreting and applying office policies and procedures. Must be able to work with some autonomy. Exercise administrative judgment and assumes responsibility for decisions and results. Ability to lead others and work within a team setting. Must have or be able to quickly acquire knowledge of the University’s system structure, policies and procedures. Ability to establish and maintain good working relationships with university partners/offices, vendors to include faculty, staff, students, retirees, volunteers and alumni to complete communication projects. Excellent oral, written and interpersonal communication skills. Provides a high level of customer service and comfortably interacts with internal and external constituencies. Must be flexible within work responsibilities and have the ability to maintain strict confidentiality.

Job Duty

Serves as the senior budget analyst for the Division of Development by providing oversight of all budgetary programs to include detailed analysis and forecasting based on prior year expenditures. Works closely with budgets for the Division’s accounts and account owners to routinely review and process all budgeting activity for state appropriated accounts, Educational Foundation funds, Z and R funds. Monitors expenditures and ensures documents are accurately coded to the appropriate accounts. Provide monthly reports of expenditures and balances to program leaders. Provides budget projections and forecasting of financial activities to ensure compliance with University, State and Federal fiscal policies. Ensures these programs do not exceed budget allocations each fiscal year. Provides updated budget spreadsheets that reflect the current to date budget, quarterly year to date expenditures and end of year projections. Monitors payroll/fringe reports to ensure accuracy in salaries posting to correct positions. Provides projections and analysis of salaries based on filled and unfilled positions.

Adheres to the university purchasing guidelines through the purchasing/accounting system. Reviews all purchases for compliance with University policies and procedures. Initiates and processes requests for purchases, initiate journal entries, payroll retro’s, sole source procurements, and reviews, and submits contracts for approval through the university’s legal office. Stores and maintains an electronic file of all signed contract documents by fiscal year, as well as hard-copy. Serves as a resource for historical expenditures for all contract vendors, terms, and agreements. Reconciles and monitors purchasing expenditures.

Works with the Director and Associate Vice President for Talent and Administrative Services regarding division’s priorities and initiatives each fiscal year. Brings all budgetary issues and concerns to the attention of Director and AVP for Talent and Admin. Services. Works with the university’s budget office to ensure budget allocations are properly allocated to appropriate accounts. Assists with quarterly/year-end budget reports submission. Prepares ad-hoc budget/personnel reports as requested.

Essential Function Yes Percentage of Time 15 Job Duty

Serves as Administrative Support Lead for financial processes for the Division. Provides day to day support on operational duties and communicate university policy changes and updates to administrative staff. Assists with onboarding new administrative staff to ensure they have appropriate access to PeopleSoft. Plans, initiates, and facilitates quarterly meetings as needed.

Monitors all expenditures and reconciles charges with monthly budget reports. Processes invoices/bills through PeopleSoft, prepares check requests and processes travel reimbursements through the University and Foundation. Liaison with the Bursar’s office to initiates the process for deposits on behalf of the Division. Provide training for Peoplesoft Finance and Foundation-PaperSave as needed.
