REPORTS TO: General Counsel

COMPENSATION: Compensation base range is from $62,000 – $70,280 annually, commensurate with education and experience.

CLASSIFICIATION: The position is full-time, exempt with a regular schedule of Monday-Friday 8:30-5:00, with occasionally mandated night and weekends. This position comes with flexible scheduling and is eligible for up to 20% telecommuting, approved in advance.

SCOPE OF WORK: The Housing and Community Development SpecialisT is a key figure in the League’s growth as a provider of affordable housing, representing the League to advance access to affordable housing opportunities within the Black community that promote equity, parity, and civil rights for Black and African American communities in Oregon and Southwest Washington. This staff is responsible for providing and increasing access to wealth and economic opportunities for community members.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Development

  • Analysis of new development sites and projects.
  • Completing funding applications and reports.
  • Preparation of financial pro forms and monitoring development and construction budgets.
  • Coordinate with the project development team including but not limited to architects, contractors, consultants, and regulatory agencies.
  • Project manages the construction process, including meeting lender and governmental requirements.
  • Plan, organize, and direct the activities of building affordable housing and program expansion within housing department
  • Coordinate work activities related to local and federal programs with federal agencies, local governments, and non-profit agencies.
  • Perform development budget and cost analysis in development projects and opportunities.
  • Efficient in the preparation of environmental assessments; the procedures and processes of implementing government grants; and procedures necessary to complete construction projects.

Writing & Communication

  • Draft reports and other communications related to the work of the Urban League of Portland tailored to a specific and/or general audience.
  • Develop proposals and grants on issues that empower African Americans and others to achieve equality in education, employment, health, economic security, and overall quality of life to help educate elected officials, partner organizations, board of directors, and the public.

KNOWLEDGE / SKILLS / ABILITIES:

    • Experience with the principles and practices of public administration and governmental organizations
    • Deep knowledge of state and federal Fair Housing requirements and programs
    • Knowledge of federal labor standards and their application to construction projects
    • Demonstrated ability to comprehend and make inferences from technical written material including HUD regulations.
    • Understanding of blueprints and plans for construction.
    • Exceptional analytical, writing, and problem-solving skills.
    • Creative and critical thinking skills.
    • Ability to work both independently and cooperatively.
    • Strong interpersonal, organizational, communication and customer service skills.
    • Able to work under pressure, prioritize and handle multiple tasks simultaneously.
    • Knowledge of diverse groups, working with multicultural workforce and sensitivity and appreciation of cultural differences.
    • Understanding of factors that may influence racial disparity and housing policies that prevent or contribute to segregation and economic inequity for Americans.
    • Ability to cultivate and sustain relationships and work effectively with a wide variety of people.
    • Excellent organizational skills and ability to meet tight deadlines.
    • Ability to maintain confidentiality of sensitive information.
    • Passion and desire to make a difference to the community through your efforts.

EDUCATION / EXPERIENCE:


  • Bachelor’s degree (B.A./B.S.), preferably in housing development, or city planning, from a college or university, required. (Graduate degree preferred.)

OR

  • At least 3 years’ experience in a related field- required.

AND

  • At least 5 years of experience in affordable housing development required.
  • Demonstrated commitment to serving African American communities in Oregon and Southwest Washington, required
