JOB DESCRITPTION
TITLE: Status Neutral (Prevention and Intervention) Navigator
REPORTS TO: Education & Outreach Coordinator
CLASSIFICATION: Non-Exempt
EXPOSURE RISK: Category I -Exposure to blood and body tissues and other hazardous materials.
SUMMARY: Seeking a compassionate, responsible and mature individual. The Status Neutral Navigator I (SNN) serves as a member of a team that provides HIV/STI prevention and intervention services through field based operations to individuals and groups at higher vulnerability for HIV acquisition. The SNN is expected to be culturally competent and comfortable working with incarcerated and substance use disorder community members, as well as members of the LGBTQIA community.
DUTIES AND RESPONSIBILITIES:
1. Provides HIV/STD prevention/intervention services. Services include: HIV (ab) testing, risk assessment and referrals to health and human services and drug treatment programs through active outreach to people who: (a) transactional sex workers (b) people who inject drugs (PWID); (c) are using any substance on the streets; (d) are housed in areas that are considered to be active with vulnerable populations; (e) are active in gangs; (f) are homeless and/or (g) individuals at higher vulnerability for HIV acquisition.
2. Uses products associated with HIV (ab) testing including but not limited to blood.
3. Provides Prevention counseling for persons receiving the HIV (ab) test as directed by protocol.
4. Facilitate and/or provide “finger-stick” rapid HIV testing and venous blood draws(i.e. phlebotomy) for other tests; follow OSHA and blood-borne pathogen guidelines.
5. Maintains appropriate records of all activities and services in an accurate and timely manner.
6. Reports progress and activities to supervisor on a regular basis.
7.Provides STI testing.
8. Assures compliance with project objectives and grant requirements as required.
Conducts their selves in a respectable manner on or off the job.
9. Identifies priority audiences unable to visit on site and assesses their potential interest in organization's programs.
10. Visits institutions and organizations associated with targeted audiences and coordinates arrangements for staff outreach visits.
11. Distribute prevention material information and sexual health kits.
12. Visits outreach sites, transports and sets up materials, and conducts program education and intervention services to the target population.
13. Develops methods for feedback from outreach locations and evaluates program success, making adjustments as appropriate.
14. Prepares reports to supervisory staff on activities/efforts as directed.
15. Provides Sexual Health Literacy/Status Neutral presentations to communities most vulnerable for HIV acquisition.
16. Provide referrals to community organizations and supportive services based on client’s need.
17. Maintain highest level of client confidentiality ; follow HIPAA regulations and VAC policies to safeguard protected health information.
18. Position requires a flexible work schedule that includes evenings/weekends.
19. Must attend agency wide events but not limited to PRIDE, World AIDS Day, Back to School, VIDA patient conference as required.20.
20. Participates outreach activities including outside normal working hours (8:00 AM - 5:00 PM, Monday through Friday).
21. Must attend departmental and organizational meetings and required trainings.
22. Perform other duties as required.
JOB QUALIFICATIONS:
- High School Diploma or GED. Two years certificate from college and/or technical school; or twelve months of PBC/FTN/intervention experience and/or training; or equivalent combination of education and experience.
- Minimum of six months experience in ambulatory, non-profit setting preferred. CPR certified. Active Tx Driver's license, reliable transportation and automobile liability insurance.
- Knowledge of primary care and HIV medicine highly desired.
- Working knowledge of Microsoft Office, including Outlook, Word & Excel.
- Must be able to work under conditions of constant interruption and be able to stay on task. Ability to deal with complex problems involving several variables in standardized situations.
- Requires frequent use of personal computer and general office procedures.
- Must be bilingual (English & Spanish) preferred. Flexibility to travel, if needed.
- Ability to participate effectively as a team member, work a flexible schedule when circumstances necessitate. Commitment to team approach to patient services and education.
- Ability to speak fluent English; ability to handwrite legibly; ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals; ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees of organization; ability to add, subtract, multiply, and divide, in all units of measure, using whole numbers, common fractions, and decimals; ability to compute rate, ratio, and percent and to draw and interpret bar graphs; ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability and knowledge to safely operate a vehicle when traveling from site to site and community and outreach events.

PHYSICAL ACTIVITIES AND REQUIREMENTS:
- While performing the duties of the job, will frequently require to stand, and walk for extended periods of time as well as sit, talk or listen.
- Manual /finger dexterity required to handle, or feel objects, tools, or controls; and reach with hands and arms and repetitive motions.
- Must occasionally lift and/or move up to 25 pounds with or without assistance.
- Vision corrected in normal range and hearing corrected in normal range.
