Under general supervision, this position serves as an integral member of the Policy and Government Relations team within the Executive Division. The Intergovernmental Affairs Coordinator supports policy and technical committees, performs policy and project analyses, summarizes research findings and funding opportunities, develops and prepares policy memos, coordinates special projects and serves as an intergovernmental relations liaison with federal, state and regional partners on issues or projects as assigned. This position reports to the Chief Policy and Government Relations Officer and will work alongside team members as a resource to increase communication, consistency and cohesion across the Agency and its member jurisdictions.

  • Bachelor's Degree in Political Science, Public Relations/Affairs, Communications, Public Administration or a related field 
  • Five (5) years of experience working in a political or legislative environment, including responsibility for public policy, communications or serving as a policy or community outreach advisor in transportation planning, policy analysis, intergovernmental relations, or related field
  • Bilingual (Spanish) preferred
  • Evening and weekend assignments on occasion
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties listed may be considered

  • Primary duty is to assist the Chief Policy and Government Relations Officer on intergovernmental issues of importance, including providing accurate and timely information to support decision-making, policy guidance and funding direction. 
  • Acts as a liaison with member cities including regional bodies and stakeholders (Maricopa Association of Governments, Chambers of Commerce, League of Cities and Towns) on intergovernmental matters.
  • Monitors local, state and federal legislation, observing member agencies actions, and participates in transportation and/or transit committee meetings, as assigned, including providing recommendations on various issues and coordinating matters with appropriate Agency and member city staff. 
  • Assist in the development of the annual legislative agenda, including supporting materials. 
  • Tracks federal and state legislation, program and regulatory proposals ad serves as a liaison with internal departments and member city staff.
  • Researches and develops fact sheets, talking points, presentations and necessary communication to advocate and educate member agencies and staff on issues.
  • Establishes and maintains professional and effective working relationships with local governmental agency officials and their staffs, private sector partners, community stakeholders and representatives from relevant project-related groups and interested parties.
  • Proactively identifies and advises on issues and proposals that may impact Agency policies, projects, programs, funding or other emerging, long-range issue areas.
  • Assists in resolving sensitive and controversial issues; coordinates and implements strategies on assigned policy matters, projects and priority initiatives.
  • Performs analytical work in researching administrative systems, policies and practices; and researches and provides background information and materials for meetings, reports, speeches or correspondence. Presents information verbally and in writing. 
  • Performs other duties as assigned.

KNOWLEDGE OF:
  • Transit operations, grant funding and capital project construction. 
  • Pertinent local laws, codes, and regulations. 
  • Local and regional policy issues affecting the Agency. 
  • Relationships between public agencies and local communities.
  • Principles and practices for project management, policy development, government relations, community outreach and public administration. 
  • Research and analysis on specific policy and technical issues related to transportation policy and project development. 
  • Managing a complex set of projects and issues. 
  • Key ethics, public disclosure and election rules and laws. 
  • Intricate knowledge of various political and community information processes. 
  • Effective verbal and written communications skills and principles.

SKILL IN:
  • Understand the Agency's political environment and sensitivities.
  • Maintain confidentiality, good judgment and communicating with tact and diplomacy.
  • Interpret federal, state, and city ordinances, rules and regulations, and make rational decisions in accordance with established policy.
  • Manage public outreach at multiple levels in a complex working environment, where Agency information, systems and policies are developing or emerging in real time.
  • Take initiative in the absence of clear direction, and ability to juggle multiple tasks and adapt to rapidly changing political environments.
  • Develop and deliver public presentations.
  • Establish and maintain effective working relationships with policymakers and staff. 
  • Maintain effective and cooperative relationships with business and opinion leaders, stakeholders, outside agencies, community organizations and other public agencies.
  • Apply policy analysis and government relations techniques with specialized knowledge of the transit industry.
  • Analyze and interpret statistical data and present findings in a clear and concise manner.
  • Respond to inquiries through effective and timely verbal and written communication.
Physical Demands:
Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
  
Work Environment:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Salary : $85,793 - $128,689
