The Village is accepting applications for a Code Enforcement Officer, who will be under the direction of the Community Development Director. This position is responsible for skilled, multi-discipline property inspections to ensure compliance with applicable municipal codes. This role will focus on enforcement of municipal codes and ordinances, investigate complaints via field inspections, and provide technical guidance to builders, residents and Village staff. A successful candidate will possess strong communication, analytical, and problem-solving skills.
Major Duties and Functions:
- Enforces municipal codes and ordinances, including, but not limited to, the property maintenance code, building code, life safety code and the zoning ordinance
- Investigates complaints via field inspections of buildings, structures and sites
- Provides technical guidance to builders, contractors and residents to correct deficiencies
- Provides technical assistance to Village staff, permit applicants, and general public
- Notifies property owners of code violations, both in person and in writing, and ensures that property owners are aware of their obligations and deadlines for compliance
- Attends court proceedings regarding issued citations
- Provides expert testimony regarding municipal codes and ordinances
- Performs other related duties, as assigned.
Knowledge, Skills, and Abilities Required:
- Knowledge of Village codes, ordinances and applicable laws, as well as Village inspection and plan review policy and procedures
- Excellent analytical and problem-solving skills, with the ability to identify and prioritize code violations and potential hazards
- Interpersonal skills necessary to be courteous of fellow employees, citizens, and builders, while assisting or performing inspection and enforcement duties
- Ability to read and interpret construction drawings to ensure site compliance with approved drawings
- Ability to organize work, set priorities, meet critical deadlines, and follow up on assignments with minimal direction
- Ability to communicate clearly and effectively, orally and in writing
- Ability and desire to work in a fast-paced, high volume, demanding environment
The ideal Code Compliance candidate will have completed a technical training program in code enforcement, building inspections or similar program and have two to five years of experience in code enforcement; or any combination of practical experience and education which produces the required knowledge, skills, and abilities. Professional certification as a Certified Property Maintenance and Housing Inspector is preferred at time of hire, but should be achieved within 1 year. Knowledge of the International Property Maintenance Code is required.
Salary: $64,850 to $89,169, with a starting range of up to $77,819. The Village provides an excellent benefits package, including health, dental, vision and life insurance, and participation in the Illinois Municipal Retirement Fund (IMRF).
