Business Analyst

Vista Innovative Services, LLC is seeking a Business Analyst to add to our Enterprise Analytics and Systems Support Services (EASSS) team in support of Human Resources Command (HRC) Enterprise Modernization Directorate (EMoD).   Responsibilities Include: Responsible for all aspects of system and software application requirements elicitation, development, documentation, and management relative to the Human Resources Command Analyzes HRC functions, processes, and activities to improve computer-based business applications for the most effective use of money, materials, equipment, and people. Utilizes available resources and personnel to carry out analysis to support management's quest for performance improvement. Reviews and analyzes information, forecasts, methods, schedules, systems, processes, and procedures. Determines most useful business solutions for the HRC. Recommends alternative solutions to management as to courses of action that best meet the organization's goals. Serve as a thought leader for technical business processes, developing systems prototypes that promote increased efficiency and productivity on multiple levels. Create and implement precise management plans for every project, with attention to transparent communication at all levels. Maintain integrity and manage changes to requirements and business process documentation via DimensionsRM, SharePoint, and/or another designated Government centralized data/information repository Evaluate, analyze, and communicate systems requirements on a continuing basis, and maintain systems processes, including the delivery of status reports to all appropriate parties. Perform, evaluate, and communicate through quality assurance at every state of systems development. Determine and develop user requirements for systems in production, to ensure maximum usability. Author and update internal and external documentation, and formally initiate and deliver requirements and documentation. Develop meaningful and lasting relationships with all parties for optimized systems integration and respond to questions and concerns with supporting research and recommendations.   Qualifications: Bachelor’s degree in computer science, Computer Engineering, or related technical discipline preferred. Education can be substituted for year of experience. 5-9 years of experience in analytics and systems development. Secret Clearance Proven analytical abilities, managing projects, and user testing. Experience in generating process documentation and reports. Excellent communication skills, with an ability to translate data into actionable insights.
