Summary: Administers and coordinates the computer networking and information systems functions of the bank and affiliates to achieve the bank's strategic business objectives in an efficient and effective manner. Develops, recommends and implements long-term and short-term technology plans and programs which support and align with the strategic objectives of the bank. Oversees staffing to assure continuity, innovation and effectiveness in deploying computer technology. Oversees bank relationships with third party vendors and service providers to achieve strategic objectives. To perform this job successfully, an individual should have extensive experience leading a bank technology department; including experience with the following: developing and implementing the technology strategic plan; coordinating new technology procurement and the management of the technology life cycle; policy and procedure development and monitoring; datacenter evaluation, implementation and management; leading and developing staff; interacting with regulators and internal and external audit teams; and leading the bank’s technology steering committee. As a member of the management team, is expected to be a leader in promoting high morale, in exhibiting positive attitudes toward customers and with fellow employees, instilling a sense of team spirit, and support company initiatives.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Assures that the bank has systems architectures and capabilities which support current and anticipated needs for the effective use of information as competitive advantage in delivering financial services to customers.

Develops and maintains all information security related policies and procedures, risk assessments.

Directs and oversees the efficient installation, operation, maintenance and support of all computers, LAN/WAN systems, related hardware devices, and software applications. Defines and coordinates the overall policies, practices and objectives concerning the use of technology. Assists with core banking applications.

Oversees and is responsible for information security audit recommendations and remediation.

Develops reliable metrics for hardware, software and storage while ensuring strategic capacity planning.

Chairs the Technology Committee and prepares reports for and makes presentations to the Committee on the effectiveness of systems. Makes recommendations for limiting or expanding the use of systems and related software or devices. Advises management in the procuring of computer equipment and/or software ensuring compatibility with existing resources.

Confers and communicate clearly with the Technology Committee and Sr. Management to jointly prioritize and develop specific plans and projects in support of business needs for information systems.

Ensures the establishment and implementation of bank-wide security and controls over computer-accessible information to safeguard its confidentiality and integrity.

Recommends contracts for information technology services and equipment. Oversees negotiation and administration of vendor, outsourced, and consultant contracts, service agreements and billings.

Manages the bank’s relationships with third party vendors and service providers to ensure quality, reliability, flexibility and cost control consistent with strategic plans and business objectives.

Reconciles problems and define parameters concerning the use of computers in the areas of information access, security, safety and outputs. Works closely with management to ensure that the overall operation of the bank runs smoothly. Provides guidance to managers on problems or concerns originating from network/work station situations, work environment, or performance.

Remains current on developments within the legal, regulatory, economic, and technology environments which may affect the information systems function. Ensures IS resource materials are in compliance with applicable federal and state regulations. Disseminates information to keep management and staff informed on changes in laws, policies, procedures and regulations affecting IS administration.

Develops and manages the bank’s Information Technology Department goals, strategies, budgets, and staffing plans.

Develops methods and procedures to improve effectiveness and efficiency of the Information Systems function throughout the bank.

Tracks equipment and applications software for the purpose of maintaining capital equipment asset records.

Provides technical support for the planning and implementation of the Disaster Recovery Plan. Includes ensuring that backups and offsite replications succeed, allowing any necessary recoveries to meet expected timeframes.

Serves as a member of the Compliance Committee and Senior Management Committee.

Adheres to all State and Federal Banking laws and provides direct correspondence for state and federal banking examinations.

Supervisory Responsibilities

Supervises the IT Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees

Education And/or Experience

Bachelor's degree (B. A.) from four-year college or university in Information Technology, Computer Science or related degree. 5 years’ experience in managing a bank IT department. Information security management is required.

Language Skills

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

Mathematical Skills

Ability to add, subtract, multiply, and divide. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

To perform this job successfully, an individual should have high-level data center infrastructure design and management skills, server/network experience, multi-location experience, and knowledge of Microsoft Windows servers, VMware VSphere, client-server applications, Active Directory, and thin clients. Microsoft Exchange servers, ShoreTel VoIP, Nutanix, NetApp SAN, Cisco routers, switching, and wireless and, Citrix Xendesktop knowledge would be preferred.

Certificates, Licenses, Registrations

IT Security, Networking, and/or Network Management certifications are desirable.

Other Skills And Abilities

Advanced data center infrastructure design and management skills. Ability to write policies and procedures.
