POSITION SUMMARY: Under the direction and supervision of the CSO, responsible for day-to-day smooth operations of the HR department, which includes recruitment, establishing salary standards, ensuring VIP is in compliance with all applicable HR regulations, handling labor relations matters and employee performance issues. HR Manager maintains a basic understanding of the Agency’s organizational structure as well as extensive knowledge of human resource policy and procedure and federal and state laws governing employment practices. Also ensures that the Agency credentialing program meets performance and procedural objectives and that credentialing functions are carried out.
POSITION DESCRIPTION:
General:
In collaboration with CSO, provides direction to the department staff in the performance of their duties, establishing work priorities, and in achieving management initiatives and department goals and objectives
Streamlines business processes to maximize efficiency and effectiveness within the department
Supports the organization-wide performance management process, organizational feedback, employee relations and culture building
Responds to audit inquiries in accordance with procedure.
Ensures the HR department has a customer service approach to inquiries from staff and management
Ensures that the HR department handles employee issues and investigations in an equitable and transparent manner that is in compliance with relevant laws and regulations
Recruitment, onboarding and staffing:
Supports organizational and staffing changes resulting from restructuring or growth of the agency
Directs the recruitment and placement of applicants for employment to assure employment of the most qualified staff available while complying with federal, state and local laws and ensures applicants are properly cleared before starting employment
Maintains and disseminates vacancy reports.
Coordinates advertising activities that match costs to effectiveness of medium.
Ensures statistical data on recruitment sources is maintained.
Conducts exit interviews as warranted and provides feedback to hiring managers and/or executive staff of trends
Ensures smooth on-boarding process for all new employees, including orientation, welcoming

committee/kits, notification to the Agency and the Department, probationary evaluation, health insurance, etc.
Labor Relations
Maintains regular labor management meetings with 1199SEIU
Ensures policies as outlined in the CBA are adhered to and followed
Participates in negotiations, arbitrations and grievances as warranted
Benefits
Works with CSO to obtain best benefits packages for employees within budget
Coordinates benefits administration, annual open enrollment and training as required or assigned.
Manages unemployment and workers compensation
Events & Staff training
Ensures special events activities are held as needed by deadline and run smoothly
Ensures the Agency and all staff are in compliance with all required training
Meetings and Seminars
Attends mandatory in-service as indicated or assigned.
Attends departmental meetings in accordance with schedule.
Seeks to continuously learn and attends seminars or workshops when applicable
Requirements
POSITION QUALIFICATIONS:
Bachelor Degree in Human Resources or related field or experiential equivalent
Minimum 5 years experience in human resources with a strong employee/labor relations background.
Excellent written and oral communication skills.
Excellent analytical skills.
Knowledge of Microsoft Office.
Minimum 2 year experience working with HRIS.
Strong customer service ethic.
Ability to objectively coach and counsel employees.
Ability to maintain confidentiality of all issues and staff.
Ability to speak, read and write the English language.
Associate Degree: 7 years of Human Resources Experience.
