COUNTY OF WARREN
DEPUTY FINANCE DIRECTOR
GENERAL DEFINITION OF WORK: FLSA STATUS: Exempt
Performs responsible complex professional work in managing the Finance Department and assisting the Director of Finance with maintaining accurate fiscal records, coordination with other departments regarding expenditures and revenue and other related fiscal services. Work is performed under general supervision. Supervision is exercised over all department personnel in the absence of the Finance Director.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Coordinating the preparation of the annual audit, analyzing revenue and expenditures; advising County Administration on fiscal matters; preparing and maintaining fiscal records and files.

- Prepares and assists in the management of the Government Finance Officers Association’s Certificate of Achievement for Excellence in Financial Reporting Program.
- Prepares and assists in the management of the Government Finance Officers Association’s Distinguished Budget Presentation Award program.
- Monitors progress of budgets by comparing actual revenue and expenditures against budgeted amounts.
- Prepares financial reports and statistical data; prepares analytical data as needed.
- Analyzes and processes requests for budget transfers and supplemental appropriations.
- Reconciles accounts and researches expenditures.
- Participates in the development and implementation of fiscal policies.
- Conducts research to identify innovative methods, technology, and tools to increase accuracy and efficiency of audit preparation and fiscal planning.
- Works collaboratively with other staff including Constitutional Officers and School Finance Director.
- Assists in the planning, organizing, coordinating and directing of activities of the Finance Department; serves as Department Supervisor in absence of the Finance Director.
- Attends in-service training and classes, seminars, or conferences to improve professional skills.
- Performs related work as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of the theories, principles, practices and techniques of municipal accounting, finance and budgeting; thorough knowledge of laws and administrative policies governing municipal financial practices and procedures; thorough knowledge of federal and state laws regulating budgets; thorough knowledge of the organization and functions of municipal government; general knowledge of and ability to operate personal computers, associated hardware, software and peripheral equipment; ability to interpret and apply federal and state fiscal regulations; ability to analyze financial problems and to correct accounting errors; ability to post accounts and to perform mathematical computations with speed and accuracy; ability to make adjustments in the accounting systems and procedures; ability to work independently and meet multiple deadlines; ability to communicate effectively both orally and in writing; ability to supervise the work of others; ability to establish and maintain effective working relationships with associates.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in accounting, business administration, finance, public administration or related field and considerable experience in budget analysis/preparation including some supervisory experience.
PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
SPECIAL REQUIREMENTS:
Certified Public Accountant preferred.
