ADMINISTRATOR OF ELECTIONS
WASHINGTON COUNTY, TENNESSEE
The position of Administrator of Elections is appointed by and reports to the County Election Commission, serves as the chief administrative officer of the Commission, and who shall be responsible for the daily operations of the office and the execution of all elections.

SUMMARY:
Responsible for the leadership, and direction of the overall election process in Washington County, to promote voter registration and the electoral process, to secure the freedom and purity of the ballot, to provide federal, state, and local election products and services to the citizens of Washington County so they have equal access to the election process and may exercise their right to vote in a timely, effective and accurate manner.
ESSENTIAL DUTIES AND RESPONSIBILITIES include all statute responsibilities of TCA 2-12-201, which include but are not limited to, the following:
- Employment of all office personnel and temporary elections workers; TCA 2-12-201 [1]
- Report general status, election summaries, schedules, events, election concerns, strategic plans, and any significant issues to the election commission on a regular basis, typically in writing at the scheduled Election Commission meetings, or more frequently if necessary.
- Preparation and monitoring of the annual operating budget and submission of same to the election commission for approval; TCA 2-12-201 [2]
- Upon approval by the county election commission, presentation of the annual budget to the county commission or other legislative body for funding, such as to the Budget Committee. TCA 2-12-201 [3]
- Requisition and purchase of any supplies necessary for the operation of the election commission office and the conduct of all elections. TCA 2-12-201 [4]
- Oversee preparation and execution of bid proposals for major equipment and contracted services;
- Maintenance of all voter registration files, campaign disclosure records, and any other records required; TCA 2-12-201 [5]
- Conducting of instruction class for poll workers or designation of another qualified person to conduct such class; TCA 2-12-201 [6]
- Preparation of all notices for publication required; TCA 2-12-201 [7]
- Preparation and maintenance of all fiscal records necessary for the daily operation of the election commission office and all elections. This may include any requests for funding or changes in funding, if necessary, after adoption of the current fiscal budget; TCA 2-12-201 [8]
- Compilation, maintenance and dissemination of information to the commission, the public, the candidates, the voters, the press and all inquiring parties in regard to all aspects of the electoral process on all governmental levels; TCA 2-12-201 [9]
- Promotion of the electoral process through supplemental registrations, public functions, press releases and media advertising whenever possible; TCA 2-12-201 [10]
- Performs public relations duties by educating the public about the voting process to school groups, civic groups, businesses and other interested organizations and by coordinating with the press and media;
- Attendance at any required seminar and other educational seminars, as funding permits, to gain knowledge beneficial to the administration of the election commission office or to the electoral process; TCA 2-12-201 [11]
- Having knowledge of all current laws pertaining to the election process and any changes mandated by the general assembly, and apprising the election commission, office staff, candidates, the press and the public in general of this information; TCA 2-12-201 [12]
- Assistance in the planning and implementation of any plan of apportionment or reapportionment of any governmental entity involved in the electoral process; TCA 2-12-201 [13]
- Preparation of a plan for placing convenience voting centers and precinct voting locations and presentation of such plan to the election commission for approval; TCA 2-12-201 [14]
- Preparation of a plan for early voting sites and presentation of such plan to the election commission for approval; TCA 2-12-201 [16]
- Advise and assist the following organizations upon request: TCA 2-12-201 [17]
o Boards of Mayors and Aldermen for the Cities of Johnson City and Jonesborough
o Washington County Commission and County Legislative Bodies
o Johnson City Board of Education
o Washington County Board of Education
o Surrounding City and County Legislative bodies that contain wards or districts voting in Johnson City or Washington County elections.
o Members of the state general assembly representing Washington County
- Assist city, county and general assembly legislative members as needed to develop a redistricting plan within a 2-year period following each decennial US Census.
SUPERVISORY AND PERFORMANCE APPTITUDES:
- Carry out office managerial responsibilities in accordance with Washington County policies and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; conducting performance evaluations; rewarding and disciplining employees; addressing complaints and resolving problems.
- Develop and maintain harmonious relationships with staff, voters, political parties, candidates, state and county departments and agencies, the press and the media.
- Maintain the confidentiality of information and protect the integrity of the elections process.
- Exhibit and maintain high level of ethics, integrity and political neutrality regarding candidates, ballot questions and public perception, both in person and on-line.
- Work effectively under the pressure of tight legal election deadlines and/or contentious situations and adapt to rapidly changing circumstances.
- Demonstrate effective problem-solving and analytical solutions during complicated and unforeseen scenarios.
- Stay abreast of proposed state and federal legislation, and develop strategies and plans to integrate new laws and regulations into existing procedures.
- Plan, organize, and effectively carry out assignments and resolve issues related to personnel, budget general management, and mandates from the TN Division of Elections.
- Operate within budgetary limits and meet fixed or fluctuating deadlines while achieving work objectives.
- Prepare detailed election summaries, statistical and trend reports, errors and issues reports, monthly status reports, training manuals, and other correspondence in a clear, concise and transparent manner, and make mathematical computations accurately.
- Make formal presentations and present information clearly and concisely, verbally, in writing and on camera.
- Demonstrate proficiency in interpreting electronic information systems data from the TN Division of Elections, and learning sophisticated and specialized elections computer systems and software.
- Demonstrate excellent computer skills and be proficient in the use of all applications of Microsoft Office
- Consult with legal staff of the TN Division of Elections the Open Records Council, and the Bureau of Ethics and Campaign Finance on legal issues.
- Maintain records in accordance with records retention schedules.
- Possess the ability to work with mathematical concepts such as probability and statistical inference, and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ideally, candidate would have some previously demonstrated administrative and managerial skills, instructional and communications skills, promotional, budgetary, and purchasing experience, and legal understanding of elections in the state of Tennessee.

EDUCATION and/or EXPERIENCE:
Must possess a bachelor’s degree in political science, business management or related field; and/or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Persons appointed as the Elections Administrator should be a registered voter, who is a resident of the state of TN and lives in Washington County or is willing to move to Washington County. Administrator is expected to obtain Certification from the State of Tennessee Division of Elections within one year of being appointed.
Must possess a valid Tennessee driver’s license.

PHYSICAL DEMANDS:
While performing the duties of this job, the incumbent is regularly required to sit and talk or listen. The incumbent frequently is required to use hands to finger, handle, or feel; reach with hands and arms. The incumbent is occasionally required to stand, walk, stoop, kneel, crouch, crawl and climb or balance. The incumbent must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.
WORK ENVIRONMENT:
While performing the duties of this job, the incumbent is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
