THE POSITION


Washington County's Department of Land Use and Transportation is currently looking to hire a Building Permit Technician I/II!

The Planning and Development Services Division for the Department of Land Use and Transportation (LUT) is looking to fill a Building Permit Technician position. The Building Permit Technician is the first point of contact for our customers and sets up and issues permits daily, helps customers schedule inspections, and answers questions regarding the building process. They also provide technical support to customers by assisting them with navigating the County's permit tracking and electronic plan review systems. The Building Permit Technician (BPT) works the front counter at least twice a week, helping customers who come to the office for assistance.

Don't have an ICC Permit Technician certification? That's OK!

The position is budgeted at the Building Permit Technician (BPT) II, journey level which requires a possession of International Code Council (ICC) permit technician certification. However, LUT is happy to underfill the position at the BPT I, entry level, depending on the candidate pool and the business needs. If hired as a BPT I,


LUT will pay for your training to help you become a BPT II. Incumbents in an "underfill" position are hired with the expectation that they will progress to the Journey-Level Building Permit II within two years through flexible staffing. Those incumbents must be actively enrolled in a "Permit Technician study course: How to study for the ICC Permit Technician Certification test" within one (1) year of employment. Underfill positions require the ICC permit technician certification within two (2) years of employment.

MINIMUM QUALIFICATIONS

Building Permit Technician (BPT) II

BPT II Minimum Qualifications:

  • A high school diploma or equivalent; AND Two (2) years of experience in processing building permit applications; OR
  • Two (2) years of experience in administrative support and customer service experience related to land use regulations, the building process, the construction industry, drafting, or mapping AND one (1) year of experience in processing building permit applications.
ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS
  • Must have the ability to arrange for timely transportation in order to attend appointments and meetings at locations throughout the State of Oregon.
  • Possession of International Code Council (ICC) permit technician certification

Building Permit Technician (BPT) I

BPT I Minimum Qualifications

  • A high school diploma or equivalent AND One (1) year of administrative support and customer service experience related to land use regulations, the building process, the construction industry, drafting, or mapping. OR
  • One-year equivalency of college-level coursework in construction technology, blueprint reading, drafting, and building inspection.

  • Must have the ability to arrange for timely transportation in order to attend appointments and meetings at locations throughout the State of Oregon.
SUPPLEMENTAL INFORMATION

Selection Process

  2. MQ Review: HR will screen applications for minimum qualifications after the posting closes.
  3. Panel Interview(s): Our goal is to schedule panel interviews with candidates who meet the minimum qualifications as soon as possible.
  4. Reference Checks: The hiring manager will conduct reference checks on the top candidate.
  5. Salary Analysis & Conditional Offer: Human Resources will conduct a salary analysis for the successful candidate(s) and extend a conditional offer of appointment.
  6. Post-Offer Checks: Human Resources will conduct required driving record checks
  7. Start Date: A start date will be determined after all conditions of employment have been met.
