What are the responsibilities and job description for the Land Use/Code Enforcement Specialist position at Waupaca County?
This position works under the direct supervision of the Waupaca County Zoning Administrator.
Serves as a liaison to other County departments and state and federal agencies related to Zoning Department interests in environmental quality issues. Participates in the interview and selection process for assigned positions.
Review development plans and permit applications to determine ordinance jurisdiction and compliance with applicable Comprehensive Zoning, Sanitary, Flood Plain and Shoreland Zoning standards. Issue required permits and other authorities.
Advise permit applicants and others about regulatory requirements and design and construction of erosion control and storm water management measures and other practices related to water quality protection.
Investigate complaints of ordinance violation and prepare related records, and reports to assist the County Corporation Counsel in preparing enforcement actions.
Prepare, implement and facilitate information related to ordinance enforcement.
PERIPHERAL RESPONSIBILITIES:
Prepare and present reports and recommendations for the Planning and Zoning Committee and Board of Adjustment.
Performs other duties as assigned.
EDUCATION: Bachelor's degree in planning and zoning, soil and water conservation, environmental planning, natural resource management, civil engineering, soil science or a field closely related to the duties of the position.
EXPERIENCE: Two (2) years of responsible, professional work experience in planning and/or zoning, natural resource management or a field related to the duties of the position and at least some exposure to administration and enforcement of land use regulations.
Substantial knowledge of the principles of planning, zoning and natural resource management.
Substantial knowledge of federal, state, and local laws governing planning, zoning and natural resource management.
Knowledge of compliance monitoring and law enforcement principles related to land use law administration.
Ability to communicate effectively orally and in writing.
Ability to establish and maintain effective working relationships.
Ability to effectively meet and deal with the public.
Ability to maintain appropriate confidentiality.
