Job Title: Payroll Specialist

Position Overview
Waushara County is seeking a dedicated and detail-oriented Payroll Specialist to join our Administration team. Reporting to the Human Resources Manager, this role is responsible for all aspects of payroll processing, acting as a subject matter expert for payroll and timekeeping systems. The ideal candidate will have experience in payroll processing, a strong understanding of payroll laws and taxes, and the ability to work independently while maintaining confidentiality.
Key Responsibilities:
Payroll Processing: Verify and process employee time records, ensuring accuracy for each payroll cycle. Prepare payroll for processing with third-party vendors or ACH transfers if done in-house.
System Expertise: Serve as the subject matter expert for Payroll and Timekeeping systems. Troubleshoot software issues and collaborate with Tyler Technology for custom reports and updates.
Record Maintenance: Proof all HR entries, including new employees, internal transfers, terminations, and deductions.
Reconciliation: Review, reconcile, and prepare bills for benefits, retirement, garnishments, and other deductions.
Reporting & Deposits: Prepare federal, state, and other required payroll reports, including W-2s, WRS, and payroll journal entries. Ensure timely deposits for tax withholding and other payroll-related payments.
Year-End Processing: Assist with year-end reconciliation, including W-2 preparation and state retirement reporting.
Confidentiality: Maintain strict confidentiality of sensitive employee information and provide special reports as needed.
Additional Duties: Other duties as assigned by the Human Resources Manager.
Education & Experience:
Required: Associate's degree in a related field or 3-5 years of comparable experience in payroll or financial oversight programs.
Preferred: Experience with payroll processing for multiple departments or large employee groups.
Knowledge, Skills & Abilities:
Technical Skills: Proficient in data entry, Microsoft Excel, and financial software (experience with Tyler Technology is a plus).
Payroll Expertise: Strong understanding of payroll processes, tax laws, and general ledger management.
Communication: Excellent communication skills to assist the public, employees, and government officials.
Attention to Detail: Meticulous attention to detail, especially in payroll, benefit enrollment, and data maintenance.
Independence: Ability to prioritize tasks, work independently, and meet deadlines.
Confidentiality: Strong sense of discretion and ability to handle sensitive information.
Working Conditions:
Location: Primarily office-based, with a sedentary work environment that includes sitting, walking, and occasional bending.
Other: Must be able to effectively communicate with the public and use office equipment, such as a calculator, telephone, and computer.
