Job Description Summary
The Public Safety Program Specialist must exhibit exceptional attention to detail, analytical thinking, and the ability to solve complex problems. They should demonstrate strong organizational skills and possess the capability of working collaboratively with various vendors and stakeholders. This position is responsible for providing accurate information to the computer aided dispatch (CAD) system. This position will assist in investigating and resolving discrepancies in various databases within the Communications Center. This position will coordinate with GIS to maintain jurisdictional boundaries and street centerline information in the CAD system. This position will also coordinate with GIS for all annexations, new builds, and addressing for 911 purposes. The Public Safety Program Specialist will assist with all E911 phone system upgrade projects, CAD system, and system software and tools to support day to day operations of the Communications Center

Job Description
Technical Operations and Data Management (60%):
- Analyze and interpret address information, maps, GIS, point addressing, and other technical data to assist in daily operations.
- Perform data entry for programming of the 911 phone system and CAD system configurations.
- Operate a variety of computer equipment and software packages.
- Monitor repair tickets for 911, CAD, radio equipment, and operational system software.
- Assist with system upgrades, enhancements, and new system implementation involving 911 emergency communications.
- Master and utilize Intrado's 911-Net ANI/ALI database management tool.
- Provide reporting of 911 statistical data for Communications Center management and users.
- Assist with Next Generation 911 systems and software, consistent with NENA i3 standards.
- Ensure accurate 911 addressing for routing and mapping purposes.
- Work cooperatively with adjoining agencies on 911 misroutes and database issues.
Communication and Collaboration (30%):
- Communicate with multiple organizations, including elected officials, police, fire, EMS, database providers, telecom companies, and third-party vendors.
- Compose correspondence, reports, and other written documentation to meet functional assignments and goals.
- Attend monthly and bi-monthly public safety meetings, occasionally after normal business hours.
- Provide professional communication in front of large groups, such as elected and appointed officials.
- Collaborate with adjoining agencies to resolve ANI/ALI discrepancies.
- Influence and guide based on public safety experience and skills.
Strategic Planning and Vision (5%):
- Plan, organize, and manage multiple projects.
- Interpret State and Federal laws, rules, regulations, and guidelines for E911 systems.
- Ensure updates to existing databases align with industry standards.
- Assist with jurisdictional response boundaries for Police/Fire/EMS users.
- Contribute to operational needs assessments and recommend future technologies.
- Assist with system implementations for Text-to-911, Code Red, and other system software.
- Assess and perform minimal hardware repairs as needed in the Communications Center.
Other duties as Assigned (5%):
- Assist the Program Manager with long range and strategic planning.
- Work primarily Monday through Friday on a variety of shifts to ensure consistent communication and support.
- Must be on-call 24/7.
- Must maintain consistent and reliable attendance during scheduled work hours.
- Follow Weld County Regional Communication Center policies and procedures and Weld County Code.

Required Qualifications
- A high school diploma OR GED, AND;
- Minimum 3 years of experience in an emergency communications organization, AND;
- Any combination of education and experience that demonstrates the ability to successfully perform the work will be considered.
- A minimum rating of “pass” or “meets standards” in every category of the most recent performance evaluation for internal candidates.
- Must pass pre-employment background check and substance use screening prior to employment start date.
- Must possess a driver’s license by the employment start date and maintain a valid license for the duration of employment.
- Exceptional attention to detail.

Preferred Qualifications:
- Experience in Next Generation 911 applications and standards.
- Strong knowledge of emergency dispatch operations, call handling procedures, radio dispatch procedures, and dispatch center directives.
- Experience with public safety response plans.
Certification/License Requirements:
- Obtain Emergency Number Professional (ENP) Certification within one year of eligibility and maintain certification for the duration of employment.
- Must possess a valid driver’s license at hire and maintain a valid license for the duration of employment.

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
