JOB DESCRIPTION
- Position Overview:
This position may be either full-time or part-time and may be either exempt or non-exempt from wage and hour regulations. Determination of exemption is based on the prevailing DOL regulations and the employment status of the individual filling the role. If all current exemption standards are met, then the position shall be treated as exempt, otherwise, it will be treated as non-exempt. Employee will be notified of exemption status in either the original letter of appointment or via a letter indicating change in exemption status The position provides services consumers and family members as dictated by the Department for Public Health’s ECC Initiative and provides any related community services. This position may also be responsible for a variety of tasks that are nonetheless essential under the heading of “Miscellaneous Duties”. Clinical supervision of the services delivered, when necessary, is conducted as required by the Kentucky Revised Statutes and Kentucky Administrative Regulations (as promulgated by the Credentialing Boards of both the supervisor’s profession and the supervisee’s profession), as well as per FRBH contractual agreement mandates and/or FRBH policy. The position reports administratively as specified in the specialist’s Appointment Letter.
- Major Tasks / Responsibilities
- Direct Services
- Provides information, screening, referral, and intake services regarding ECC consumers and families .
- Secures information, evaluates, assesses, screens and refers consumers.
- Formulates diagnostic impressions and develops treatment plans appropriate to the related diagnostic impressions.
- Performs psychosocial and other evaluations allowable under the “scope of practice” of his/her professional licensure or certification regarding consumers.
- Provides treatment services to consumers at the location most suitable for the child and families.
- Coordinates and consults with referral sources and other resources on behalf of consumers.
- Responds to emergency requests, both during office hours and during after-hours, providing services either by telephone and/or face-to-face as appropriate.
- Shall serve within the ECMH program as the regional expert in social, emotional, developmental and mental health issues of substance exposed infants and the infant-mother dyad and other pregnant and parenting women and girls who use or are at high risk for using opioids and other substances.
- Provides treatment services utilizing a variety of modalities and techniques as appropriate, including but not limited to individual, group, family, and collateral therapy.
- Community Services
- Works closely with local agencies including the Department for Community Based Services and regional/state work groups around the Plan of Safe Care/Recovery Oriented System of Care for families.
- Provides free consultation and education services as identified.
- Provides information and serve as a resource to private physicians and other caregivers through raising awareness of available services and resources regarding substance use disorders.
- Offers ECC training to FRBH colleagues as well as other community partners who serve the substance population.
- Fosters community planning for ECC issues through participation in local groups as identified.
- Conducts other consultation, education, and prevention activities as assigned.
- Provides consultation, training, coaching to families, medical, child welfare and women’s treatment staff and other community partners on the impact of substance sue on infants; early childhood development; healthy attachment, and building resilience in families affected by substance use.
- Miscellaneous
- Meets productivity standards as assigned.
- Attends training related to early childhood development and early childhood mental health needs.
- Attends periodic region consultation and supervision sessions as directed.
- Prepares and submits service reports and evaluation data as directed by the statewide initiative.
- Maintains levels of productivity consistent with established standards.
- Maintains appropriate clinical and administrative records as required.
- Participates on committees as assigned.
- Attends periodic state-level meetings related to the ECC or ECMH Initiative as contractually obligated or directed.
- Performs other duties or responsibilities as needed or assigned.
- Minimum Qualifications
- Must possess a graduate degree with Interdisciplinary Early Childhood Education (IECE) certification or a master’s degree in a behavioral health discipline and a practice credential from either the:
- Kentucky Board of Psychology
- Kentucky Board of Social Work
- Kentucky Board of Professional Counselors
- Kentucky Board of Marriage and Family Therapists
- Must receive the endorsement of an Interview Team, under the guidance of the Vice President for Clinical Services, which supports the opinion that there is reason to believe the individual has the basic diagnostic, treatment, ethical, and communication skills necessary to perform the duties of the ECC Specialist. Additionally, in order to meet the mandates of the ECC Initiative, the ECC Specialist must:
- Exhibit a clear knowledge of early childhood development and behavior, as well as knowledge of substance use disorders.
- Demonstrate skill in communication, facilitation, consultation, and training,
- Demonstrate the ability to work collaboratively on a team.
- Must have a valid driver’s license and insurable driving record.
- Must pass all required background checks.
