PROJECT MANAGER – General Construction

Company Overview:
Western Pump is a fully integrated, award-winning petroleum and lubrication systems Speciaility Contractor and General Contractor firm in Southern California and Arizona specializing in the construction and servicing of fleet fueling facilities, aviation, retail service stations, convenience stores, marinas, and vehicle maintenance facilities.
TYPE: Full-time, In Office and onsite in field. This is not a remote position nor a hybrid position. Some travel required.
DEPARTMENT: Both General Construction (GC) Division and Specialty Divisions
SUMMARY: Management of daily details of the project from a budgetary standpoint, including estimating, buying out the project, and change order management.
Essential Duties and Responsibilities:
RESPONSIBILITIES:
- Attend pre-bid meetings with sales when required.
- Assist sales/estimating in means/methods used during the bidding process.
- Review estimates on all projects assigned. Verify scope of work, plans and specifications (if applicable) with Salesman and Estimator prior to job start.
- Work with Sales and/or Estimator to obtain multiple bids from subcontractors as required.
- Estimate larger construction projects when required. Work with Department Manager on finalization of estimate. (GC)
- Assume accountability, together with Department Manager, for final estimate. (GC)
- Develop relationships with architects, engineers, developers, etc. (GC)
- Work with Department Manager to assign Project Foreman/Superintendent to a specific project.
- Work with Construction Support Group to create PM and Project Foreman/Superintendent project manuals to include daily logs, purchase orders, bids, site specific safety manual, inspection/inspector info., contact list, map to job site, material list (after carefully revied by PM), drawings/sketches, photographs, contents of electronic job file, scope of work, etc.
- Attend preconstruction meeting together with Estimator, sales, and Project Foreman/Superintendent as required.
- Compile all pertinent project information for Project Foreman/Superintendent.
- Sign off on material list with salesperson and send to purchasing and construction and sales managers. Follow through to ensure material is ordered.
- Subcontractor procurement as required.
- Obtain all permits as required and work together with Project Foreman/Superintendent to schedule all applicable inspections.
- Work with superintendent/foreman for project assigned and make decisions related to construction process.
- Accountable for profitability of a project, together with Sales/Project Foreman/Superintendent and Department Manager.
- Work with Project Foreman/Superintendent on subcontractor management/accountability.
- Coordinate material deliveries and subcontract work together with superintendent/foreman in accordance with project schedule.
- Develop and maintain overall project schedule.
- Work with Field Operations Manager or Project Foreman/Superintendent to ensure personnel are on site as required.
- Work with Project Foreman/Superintendent and Field Operations Manager to ensure safety regulations are followed by WESTERN PUMP and subcontractor crews. Conduct regular safety meetings on site with all workers.
- Work in conjunction with Field Operations Manager and Project Foreman/Superintendent to schedule the WESTERN PUMP Service Group.
- Provide labor/equipment needs to Field Operations manager each week.
- Prepare budget breakdown and updates as required. (GC)
- Analyze job cost reports and prepare regular progress billings per contract.
- Code and approve accounts payable as required.
- Work with salesman to estimate, prepare and submit timely change orders to Owners and subcontractors as required.
- Assist and cooperate with Department Head, Field Operations Manager, and Project Foreman/Superintendent on maintaining good subcontractor relations and activities, as well as other areas requiring coordination between the field and office.
- Ensure subcontractors have the appropriate documents (plans and specifications – complete copy) and work with the superintendent/foreman to hold them accountable to the construction documents.
- Oversee completion of all punch list items for assigned projects.
- Obtain and submit as-built drawings to customer for assigned projects.
- Oversee preparation of all warranty/maintenance manuals for assigned projects.
- Final inspection/approval, tank registration and sign-off from Inspector must be completed and saved into the electronic job file.
- Closing out job in a timely manner.
- Working with Salesman and Field Operations Manager to handle warranty issues once the job is complete.
- Review of upcoming jobs with applicable Department Heads, sales force, and purchasing personnel.
- Cultivate vendor/subcontractor relationships.
- All members of the team are responsible for doing their part to ensure the success of the project.
REQUIREMENTS:
- High school diploma or GED. Bachelor's degree preferred.
- 3-5 years of petroleum industry experience or 10 years of construction project management experience.
- Experience and knowledge of project management tools (including Microsoft Office) required.
- Budget building knowledge.
- Proficiency in planning, organizing, and prioritizing.
- Must possess a valid driver’s license and clean driving record.
- Must be able to meet company’s employment requirements, which includes passing a drug screen, criminal background check, and MVR, if driving for the company.
- Physical Requirements: Ability to repetitively lift, carry, push, pull up to 50-lbs.; bending, stooping, standing 8-10 hours per day.
