Winnebago County Animal Services, a department of Winnebago County government, is seeking an organized professional to lead the Patrol Division as Patrol Operations Manager.
The Patrol Operations Manager is the direct supervisor of seven full-time Animal Services Officers and one Dispatcher. This position is also responsible for managing and supervising processes and protocols associated with patrol and investigation operations and the documentation associated with the work of the group. Animal Services has an annual intake of nearly 5,000 animals and the Patrol Division responds to approximately 10,000 calls for service annually.
The successful candidate will bring with her or him experience in managing or supervising staff, experience within a patrol operation or similar operation, a passion for public service and for excellent customer/resident service, and a demonstrated ability to organize workflows and processes while maintaining consistency and professionalism of direct reports. Position Summary:
The Patrol Operations Manager of Animal Services supervises Animal Service uniformed officers and ensures the enforcement of state and local statues related to animal welfare and rabies control.
Duties and Responsibilities:
1. Supervises Animal Services Officers and Dispatcher on a daily basis including training, schedules and discipline and supervision of all other job functions.
2. Monitors equipment used by Animal Services Officers and Dispatcher and takes action to repair, replace or modify equipment as necessary.
3. Reviews Animal Services Officers, for accuracy and to ensure that proper action is taken, field activity reports, daily log reports, issued citations and vehicle condition and maintenance reports on a daily basis.
4. Monitors assigned officers daily activity to assure prompt response to calls for service.
5. Responds, via phone or in person when required, to call locations requiring supervisory level decisions.
6. Supervises administrative processes of the Animal Services Officers and Dispatcher and of the group including those of the position itself.
7. Assists field officers in responding to calls for service during peak call volume if needed.
Education and Experience:
Knowledge, skills and abilities required to perform this job are typically acquired through a minimum of eighteen months experience in an Animal Control environment and two to three years’ experience in planning and supervising the work of others.
Must have a valid driver’s license.
Skills and Abilities:
1. Knowledge of State of Illinois and Winnebago County animal related ordinances and laws.
2. Knowledge of safety practices concerning the handling of animals.
3. Requires the ability to remain calm and decisive under stressful situations. Ability to establish priorities under critical timelines.
4. Ability to gain a familiarity of Winnebago County roads, routes and communities.
5. Clear and concise verbal and written communication skills.
