Job Description
This position supports the Program Evaluation Program. The purpose of the position is to perform a variety of analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices for the purpose of improving organizational efficiency and effectiveness.
Education
Bachelor’s Degree or advanced degree.
Certification Mandatory
The employee filling this position should have a minimum of 4-6 years of working in a variety of program analysis assignments that requires the employee to apply qualitative and quantitative methods for the analysis and evaluation of projects, and organizational program operations to determine their efficiency and effectiveness. Such experiences should include:
The Program Analyst (Non Key Personnel) positions support the Office of the Commissioner. The IT Specialist and Data Analyst work across ANA and interact with ANA’s Training and Technical Assistance providers. These personnel shall be heavily engaged in research and analysis as well as event planning and other special projects for ANA. To be successful in this position, candidates must possess executive level, professional writing and verbal communication skills with the ability to write specialized and technical reports for various audiences, including ANA, ACF, HHS, Congress, and the general public. They should also have excellent presentation skills with the ability to professionally represent ANA on committees and workgroups. They should possess state of the art information technology skills and be familiar with current business software.

Such experiences should include:
- Working in Federal or State grants administration.
- Reviewing requests for proposals for grant funding.
- Working with Native American Tribes, non-governmental organizations from Native Communities, or Pacific Islander communities.
- Preparing professional setting communications including creating memos, correspondence for public consumption and internal agency correspondence.
- Working with word processing, spreadsheet analysis, and budget analysis.
- Using qualitative and quantitative analysis techniques.
- Conducting studies and compiling information for agency reports; and
- Creating and dissemination of surveys. Knowledge Required for the Position:
- Using qualitative and quantitative analysis techniques, analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.
- Participating in surveys, studies and other investigations of management practices and administrative operations to determine the adequacy of present systems and to improve organizational operations, individually or as a team member.
- Conceptualizing and developing study plans, conducts fact finding, analyzes data, and 34 prepares and presents findings and recommendations.
- Compiling data and prepares complex administrative and management reports that are mandated; and
- Planning and implementing projects to analyze and identify program operational issues and deficiencies in Indigenous or under-served communities.
