Quality Control Manager, Debris Management
Job Summary:
We are seeking a highly detail-oriented and proactive Quality Control Manager to oversee the quality, compliance, and efficiency of debris management operations during disaster recovery efforts. The role involves ensuring that all debris removal, transport, processing, and disposal activities meet federal, state, and local regulations, as well as organizational standards. The ideal candidate will have experience in disaster recovery, operational monitoring, and compliance documentation, with a strong focus on maintaining high standards of safety and performance.
Key Responsibilities:
1. Quality Control Oversight:
· Develop and implement quality control protocols for all phases of debris management, including collection, transportation, processing, and disposal.
· Monitor contractor performance to ensure compliance with contract requirements guidelines.
· Conduct site visits to inspect operations at Temporary Debris Storage and Reduction (TDSR) sites and final disposal locations.
2. Compliance and Documentation:
· Ensure all debris management activities comply with Public Assistance guidelines, environmental regulations, and local ordinances.
· Review and validate documentation, including load tickets, site operations logs, and debris volume estimates.
· Maintain detailed records for audits, reimbursement processes, and regulatory reporting.
3. Performance Evaluation:
· Conduct routine assessments of contractor performance, identifying and addressing any deficiencies or non-compliance.
· Develop and deliver safety training programs for staff, contractors, and field teams, including topics such as hazardous materials handling, PPE usage, and emergency response protocols.
· Provide ongoing education to ensure all personnel understand and follow safety and environmental guidelines.
4. Risk Assessment and Management:
· Conduct hazard assessments for all debris management sites and operations.
· Identify potential risks associated with debris handling, hazardous materials, and equipment usage, and develop mitigation strategies.
· Maintain emergency response plans and ensure readiness for incidents such as spills, fires, or exposure to hazardous debris.
5. Reporting and Documentation:
· Prepare detailed safety and environmental compliance reports for internal stakeholders and regulatory agencies.
· Maintain accurate records of inspections, incidents, training sessions, and compliance efforts.
· Provide documentation and provide daily CQC reports to the COR.
6. Collaboration and Leadership:
· Coordinate with debris monitoring teams, contractors, and emergency management agencies to promote a culture of safety.
· Serve as the primary point of contact for safety-related inquiries and audits.
· Provide guidance to senior management on improving EHS performance and compliance.
Qualifications:
Education:
· Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or a related field.
· Master’s degree in a relevant field is a plus.
Experience:
· , preferably in debris management, construction, or disaster recovery.
· Familiarity with debris management guidelines and Public Assistance programs is preferred.
Certifications:
· OSHA 30-Hour or 40-Hour Certification (required).
· Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or similar credential (preferred).
· Debris Management Training Certificate (preferred).
Skills:
· Strong knowledge of environmental regulations (EPA, OSHA) and safety standards applicable to debris management.
· Excellent organizational and problem-solving skills.
· Proficiency in safety management systems and reporting tools.
· Effective communication and leadership skills to train teams and enforce compliance.
Work Conditions:
· Frequent travel to disaster-affected areas and debris management sites.
· Combination of office-based tasks and fieldwork, including working outdoors in challenging weather conditions.
· Flexible schedule with potential for extended hours during active disaster response periods. You will work outdoors in hazardous areas and in proximity of heavy machinery such as dump trucks and debris loading equipment
· Working hours may range from 10-14 hours per day, potentially seven days a week
· Training and safety equipment will be provided to those who meet qualifications
Employment Type:
Full-time or contract position, based on operational requirements.
Salary Range:
$85,000–$115,000 annually (or hourly equivalent), depending on experience and qualifications.
