Position Description
XLA is looking for full-time Homeland Security Exercise and Evaluation Program (HSEEP) Specialist to support a contract with the State of Virginia. This position will require techinical kowledge and expertise regarding the design, development, conduct and evaluation of all-hazards discussion-based and operations-based exercises utilizing the Homeland Security Exercise and Evaluation Program (HSEEP).
The contractors should also have technical and operational knowledge of the response capabilities necessary for effective all-hazards response and recovery, and a proven methodology for assessing the 32 core capabilities in all five (5) mission areas of the National Preparedness Goal. The contractor should have the ability to review current local, regional, private, tribal and state plans to develop appropriate and relevant HSEEP consistent exercise scenarios and related exercise planning documents utilizing those plans as the basis for effective evaluation.
Homeland Security Exercise and Evaluation Program (HSEEP). The contractor should have the ability to review current local, regional, private, tribal and state plans to develop appropriate and relevant HSEEP consistent exercise scenarios and related exercise planning documents utilizing those plans as the basis for effective evaluation. The contractor will evaluate the state and regional plans and capabilities to determine if response and recovery capabilities (plans, training, etc.) have improved over the previous year by compiling exercise evaluation documentation into an After Action Report and assisting to create an Improvement Plan as necessary.
This work includes, but is not limited to the following activities:
- Develop and submit a detailed initial project plan outlining the steps necessary to complete the Exercise Design tasks, the expected timeline, methodology, and staff required to accomplish the task.
- Continue the design work, development, and conduct a Virginia Emergency Operations Center working with four Regional Coordination Centers exercise to evaluate the Commonwealth of Virginia Emergency Operations Plan, Section 44-146 17:2 of the Code of Virginia, Military and Emergency Laws, VEST Hurricane Playbook, and Regional Coordination Center Emergency Operations plans, amongst other documents.
- Utilize exercise evaluation guides (EEGs), identified lessons learned, and areas for improvement to draft an After-Action Report for the state and regions to build an improvement plan as necessary.
- Coordinate the MSEL planning at the state, regional, and local level.
- Lead the day of simulation cell.
