We are excited to hire a full-time Stormwater Compliance Manager position to join our team within the Planning and Devlopment Services Department. In this position, you will direct, plan, organize, and manage the daily operations of the Stormwater Compliance section and the County’s Flood Damage Prevention program through adherence to program-specific activities and assignments of the National Pollution Discharge Elimination System (NPDES) permit for Municipal Separate Storm Sewer System (MS4) and FEMA’s National Floodplain Insurance Program (NFIP).
Projected Hiring Range: $65 164.02 - $78,196.82 per year. Salary is determined based on qualifications.

Duties and Responsibilities:
- Directs, plans, and manages the County's Stormwater Management Program including daily operations of the Stormwater Compliance section. Supervises, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Responsible to maintain standards, evaluate performance and make recommendations as appropriate; offers training, advice, and assistance as needed. Allocates personnel; plans, instructs, and reviews the work of others; and coordinates work activities. Assists with the selection of new employees; acts on employee problems; and recommends employee discipline and discharge.
- Manages the County’s Flood Damage Prevention program. Ensures countywide implementation of the County's Flood Damage Prevention ordinance, NFIP, and Community Rating System requirements (CRS). Develops, implements, documents, evaluates, and reports on the County’s compliance with the NFIP through the CRS program and ensures the County maintains or improves its CRS rating.
- Develops, implements, documents, evaluates, and reports on the County’s compliance with the NPDES permit through activity requirements of the MS4, Stormwater and Sediment Control Ordinance and Stormwater Management Plan (SWMP).
- Develops and maintains community partnerships through assistance and interaction with various advisory boards, regulatory agencies, the public, and other organizations regarding Floodplain, Flood Hazard Mitigation and Stormwater related issues. Assists the York County Stormwater Appeals Board through scheduling meetings, preparing information, and tracking outcomes. Provides technical assistance to the general public, engineers, County employees and officials, state and federal agencies, and others to facilitate compliance in such areas as water quality, hydrology, streams, wetlands, sediment and erosion control, buffer zones, and floodplain management.
- Manages and/or performs inspections to determine compliance; provides inspectors with technical assistance with difficult and/or sensitive issues and in handling non-compliance. Inspects sites where there may be a potential for escalated enforcement, unique property concerns, or possible code violations; issues warnings and/or correction notices, and civil and/or criminal penalties in the event of non-compliance. Resolves conflicts between enforcement staff and contractors, developers, or property owners.
- Performs related work as assigned.
Experience and Education Requirements:
- Bachelor’s degree in environmental engineering, sciences or related environmental discipline.
- Six (6) years of experience in an environmental science, public works, or related field or an equivalent combination of education, training, and experience.
Certifications and Licenses:
- Valid state driver’s license.
- Certified Erosion Prevention and Sediment Control Inspector (CEPSCI).
- Certified Stormwater Plan Reviewer (CSPR).
- Certified Floodplain Manager (CFM).
- Applicants with equivalent experience and/or education may be considered.
Physical Demands:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
