Transportation Department

Position Title: Director of Transportation

Building: District-Wide

Reports to: Director of Human Resources / Superintendent

Salary Rate: $70,000-80,000

Qualifications:

1. Possession of a Bachelor’s or higher degree preferred.

2. Job related experience with increasing levels of responsibility is required.

3. Commercial Driver License (CDL) with endorsement for Michigan School Bus Driver

4. Such alternatives to the above qualification as the Board my find appropriate and acceptable.

5. Must be able to pass all MDOT requirements including drug testing.

District Description:

Ypsilanti Community Schools is a suburban district conveniently centered around the major freeways (I-94 & US-23) within 5 minutes of Eastern Michigan University, 15 minutes from the University of Michigan. We have approximately 3,900 students, 3 Early Childhood Learning Centers, 1 International Baccalaureate with Prek-5, 3 Elementary buildings, 1 Middle School, and 1 High School which features 2 programs within the building STEM and AC Tech, YC2S and 1 Alternative Education building (ACCE). We also provide transportation for Washtenaw International Middle Academy, Red Oak, High Point, Progress Park, Carpenter EMU young adult program, and Washtenaw News.

Position Description:

The Director of Transportation is responsible for the coordination of transportation services that transports student to and from school each day. The director, through objectives, planning, and developing, will supervise a fleet of bus drivers, bus monitors, clerical workers, and maintain relevant guidelines, codes and regulations. The Director will serve on the DTN team, the Cabinet, and Transportation Network team. The Director will provide safe and efficient operation of buses. When difficulties occur with the transportation system, the director is the person who steps in to find solutions and will be required to drive during driver shortage. The Director will also be required to attend the district network, transportation network and cabinet meetings.

Duties and Responsibilities:

Budget

1. Develop and monitor budget allocations expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed for equipment, maintenance, vehicles, and personnel.

Staff

1. Identify, interview, recommend new hire, promotion, termination and transfer for the purpose of maintaining staffing needs and productivity of the workforce to ensure bus route are always covered.

2. Coordinate personnel functions (e.g. interviewing, evaluating, supervising, counseling, disciplining, directing, training, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving department objectives.

3. Evaluate personnel in accordance with collective bargaining contract and district personnel procedures.

Laws, Reports, and Procedures

1. Conform to all federal state, and local laws and regulations regarding Michigan school transportation.

2. Complete and submit all reports required by federal and state authorities.

3. Complete and dispatches insurance reports.

4. Arrange for proper maintenance and inspection of buses to ensure safe and effective operating condition.

5. Develop Program for preventative safety that complies with, Federal and State laws, and Insurance regulations for staff, equipment, and site inspections.

6. Research new equipment/vehicles, laws, regulations, etc., for the purpose of recommending purchases, contracts and proper maintenance of district wide services

7. Oversee bus routes, observes loading and unloading procedures, and implements all needed changes or corrections through the use of computerized transportation software.

8. Recommends policies, procedures and/or actions related to District transportation services for the purpose of providing direction for meeting the District’s goals and objectives.

9. Facilitate and/or participate in meeting and workshops, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.

10. Coordinate with the Superintendent in judging hazardous travel conditions.

11. Respond to emergency situations during and after standard hours for the purpose of resolving immediate safety concerns.

12. Keep in confidence all personal, student, or personnel records, and information.

13. Participate in district and school initiatives, adheres to building and district school improvement plans.

14. Regular and reliable attendance is an essential job function.

15. Perform other duties as assigned by the Superintendent/Designee.

Public Relations

1. Collaborate with internal and external personnel (e.g. other administrators, public agencies, parents, transportation regulation agencies, vendors, etc.) for the purpose of implementing and/or maintaining services and programs.

2. Assess incidents, complaints, etc. (e.g. safety issues, transportation routes, legal issues, department staffing, etc.) for the purpose of resolving or recommending a resolution to the situation.

3. Inspect all aspects of the District transportation services for the purpose of ensuring that transportation activities are completed efficiently and within regulatory requirements.

4. Facilitate and/or participate in meetings and workshops, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.

5. Maintain positive PR within the community and assure parents and school officials that the safety of their children is the first and only priority of the administration.
