I. DESCRIPTION OF SERVICES
Office of the Attorney General of Texas requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Office of the Attorney General of Texas.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Office of the Attorney General of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Office of the Attorney General of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The Office of the Attorney General (OAG) is seeking a skilled Project Manager to lead the coordination and implementation of a new vendor platform. This role requires strong project management, stakeholder engagement, and technical coordination skills to ensure a smooth onboarding process. The Project Manager will work closely with the vendor, stakeholders, and agency leadership to facilitate integration efforts, address technical challenges, and maintain clear communication throughout the process. Given the variety of systems in use across different stakeholders, including both widely adopted and homegrown solutions, this position demands adaptability and problem-solving skills to support a diverse range of technical environments. Success in this role will require proactive planning, risk mitigation, and collaboration to ensure all stakeholders can effectively interface with the new platform.
Job Duties & Responsibilities:
1. Vendor Coordination & Implementation Support
• Serve as the primary point of contact between the OAG and the vendor during platform onboarding.
• Work closely with the vendor to ensure a structured and phased rollout across all participating counties.
• Assist the vendor in gathering requirements, troubleshooting, and refining processes for county onboarding.
2. Stakeholder Engagement
• Coordinate with stakeholders, ensuring clear communication and alignment of expectations.
• Identify and document key contacts, technical resources, and system capabilities as needed.
• Conduct regular meetings, workshops, and status updates with all representatives to track progress.
3. Technical Integration & Platform Interfacing
• Support stakeholders in integrating with the new platform, which may involve uploading files, configuring settings, or using APIs.
• Work with stakeholders to understand their existing systems.
• Liaise with technical teams to ensure data formats, transmission methods, and security protocols align with project requirements.
4. Project Coordination & Execution
• Develop and maintain a detailed project plan, ensuring tasks, timelines, and milestones are met.
• Track and mitigate risks, escalating issues as needed to maintain project continuity.
• Coordinate testing, training, and knowledge transfer activities for users.
5. Process Documentation & Reporting
• Maintain comprehensive documentation of onboarding processes, technical workflows, and county-specific configurations as needed.
• Provide regular reports and updates to agency leadership on project status, risks, and key decisions.
• Capture lessons learned throughout the project.
6. Issue Resolution & Troubleshooting
Act as a liaison between stakeholders and the vendor to resolve onboarding challenges and technical issues.
Facilitate troubleshooting sessions and document resolutions for recurring issues.
Assist in ensuring compliance with OAG IT security and data governance policies.
7. Change Management & Communication
Develop clear communication plans to keep stakeholders informed of project changes and expectations.
Support stakeholders in adapting to new processes and ensuring minimal disruption to their operations.
Provide training and reference materials as needed to support successful adoption.
II. CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience
8 Required Experience managing large-scale IT projects, preferably in government or public-sector environments.
8 Required Proven ability to lead complex projects involving multiple stakeholders and integration efforts.
8 Required Experience developing and executing project plans, managing timelines, and mitigating risks.
8 Required Strong ability to engage and communicate with diverse stakeholders, including government agencies, and external vendors.
8 Required Experience coordinating with government entities and managing distributed teams
8 Required Excellent verbal and written communication skills to provide clear guidance, reports, and documentation.
5 Required Experience conducting meetings, training sessions, and status updates with stakeholders at various levels.
5 Required Familiarity with data exchange methods, including file uploads, APIs, and system integrations.
5 Required Certification such as Project Management Professional (PMP) or equivalent.
5 Preferred Working in complex multi-vendor or multi-team IT environment.
5 Preferred Experience working in public-sector IT projects, particularly those involving large-scale system rollouts.
