Program Manager, Data collection - Web systems

Position Overview :
We are seeking a highly organized and strategic Program Manager to oversee the execution and management of a federal contract involving IT system maintenance, data collection, and customer support services. The Program Manager will be responsible for ensuring timely deliverables, effective team coordination, and compliance with all contractual requirements.
Key Responsibilities :
Oversee all aspects of contract execution, ensuring adherence to contractual obligations and deadlines.
Foster effective communication with staff, stakeholders, and the Contracting Officer's Representative (COR).
Conduct and participate in the Post Award Kick-Off Meeting.
Prepare and submit monthly progress reports detailing task accomplishments, challenges, and plans, ensuring 95% accuracy and on-time submission.
Manage invoice submission and expense documentation through the Invoice Processing Platform in accordance with financial reporting requirements.
Ensure IT systems comply with Section 508 accessibility standards and other federal regulations.
Manage / Oversee effort of multiple teams including system maintenance team working on activities of security upgrades, software updates, bug fixes, and testing, help desk team to support end users and team to manage the development and updates of user guidance documents and training materials.
Ensure timely distribution of regulatory letters and notifications adhering to compliance schedules.
Key Qualifications :
Bachelor's degree in Business Administration, IT Management, Public Administration, or a related field (Master's degree preferred).
Minimum 12 years of experience in program / project management, managing large programs or multiple project teams in government contracts around IT systems management.
Strong understanding of IT system maintenance, software development, and federal compliance standards.
Experience working with Data collection for Web based systems.
Experience with Microsoft SQL Server, .NET web APIs, React, AngularJS, HTML5, JavaScript, and AWS cloud hosting is a plus.
Proven ability to manage large-scale projects with multiple stakeholders, deliverables, and reporting requirements.
Strong analytical, communication, and leadership skills to effectively manage contract execution and team performance.
Preferred Skills :
PMP (Project Management Professional) or similar certification.
Experience with federal financial reporting systems (e.g., IPP, OMB clearance processes).
Familiarity with federal education programs and data reporting requirements.
Strong ability to problem-solve, strategize, and implement process improvements.
