JOB SUMMARY

The role of the Property and Grants Accountant is responsible for preparing monthly financial statements for a limited number of Affordable and Public Housing properties, and accounting management of various Federal Grant. Preparation includes all journal entries, schedules and reconciliations and timely reporting of the financial statements.

To succeed as an accounting coordinator, the individual serving in this role must possess a strong understanding of accounting principles and financial reporting, be ethical, thorough, and attentive with excellent verbal and written communication skills.

ESSENTIAL JOB FUNCTIONS:

  • Working with other members of the accounting program departments to perform the following and other related duties:
  • Prepare accounting entries to record various revenues, expenditures, accounts receivable and payable, and prepares related reconciliations.
  • Prepares a variety of monthly ad hoc reports, financial models, and forecasting by utilizing existing financial models and adapt variables as needed such as economic indicators and trends.
  • Input and maintain financial data for monthly, quarterly and annual financial reports pertaining to debt, capital assets, and capital project accounting in accordance with generally accepted accounting principles and GASB.
  • Prepare, code, and process monthly purchase cards
  • Compile, analyze, and report financial data.
  • Prepare monthly financial statements for a combination of properties and/or and program grants.
  • Prepare and enter monthly journal entries. Prepare accruals as necessary.
  • Reconcile bank accounts and resolve reconciliation issues. Reconcile all other balance sheet accounts and maintain appropriate schedules and work papers.
  • Calculate and process cash distributions to investors.
  • Special projects as assigned by Accounting Manager and/or requested by clients.
  • Perform a review of budget variation analysis, assist with annual budget preparation and ensure timely resolution of discrepancies.
  • Monitor grant compliance for financial reporting requirements, expenditures, and budget control.
  • Keep Accounting Manager, Comptroller and department/site Managers informed of significant findings and act as liaison between the department of Finance and Accounting Administration and the Property Managers.
  • Perform monthly financial and budget performance reviews for properties and grants.
  • Perform proofs of cash for all bank accounts as needed to ensure proper accounting of cash, reporting of Authority advances and reporting of property expenditures.
  • Perform an account receivable roll-forward and reconciliation accounting for the monthly rent billings, cash posted to account accounts receivable, rental income and cash receipts per bank.
  • Monitor/maintain control over the Public Housing Program (PH)’s Family Self-Sufficient (FSS), ROSS and Special Grant programs’ financial activities, including utility allowance payments.
  • Review and verify tenant’s bad debt balances, before submitting to the collection agency for processing and write-off past tenant’s A/R balances.
  • Coordinate the changes to monthly subsidy payments based on revised forecasts and budget revisions, as needed.
  • Assist with revenue management for Rental Assistance Demonstration (RAD), Section 8, Public Housing, HOME, Low-Income Tax-Credit (LIHTC) and other housing programs.
  • Act as liaison on system changes/upgrades, property transitions, and/or new programs implemented.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience

  • Bachelor's Degree in Accounting or a related field
  • Minimum of four (4) years of solid, related work experience.
  • Fair Housing Certification must be obtained within one (1) year of employment.
  • Must be proficient in Microsoft Word and Excel.

PREFERRED QUALIFICATIONS:

  • Incumbent must be results-oriented and possess excellent analytical, verbal and written communication skills.
  • Background in Real Estate and Investments is a plus.
  • Must have a comprehensive understanding of Generally Accepted Accounting Principles (GAAP).
  • Must communicate effectively and be customer service oriented.
  • Must have a sound understanding of accounting principles and their practical application in the financial environment.
  • Must possess a sound understanding of government accounting, non-profit accounting and property accounting.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Demonstrated history of working in Affordable Housing
  • Construction Accounting experience is a plus.
  • Must possess excellent verbal, written, and interpersonal skills.
  • Must possess acumen to focus on data collection and analysis to provide meaningful insights and future forecast
  • Interpretation of accounting and statistical information in order to appraise operational capacity and needs
  • Highly developed organization and time management skills.
  • Strong people management and communication skills.
  • Good understanding of Public and Affordable Housing strategies, policies and procedures.
  • Self-starter, detail-oriented individual with excellent time management and organization skills
  • Ability to work on multiple projects simultaneously and juggle necessary deadlines
  • Demonstrated ability to maintain complex and confidential information, as well as help maintain paper and electronic filing systems.

SOFTWARE AND APPLICATIONS

Working knowledge of Excel and Spreadsheets, graphs and charts are required.

Basic office operations, including, but not limited to, Word Processing and PowerPoint, OneDrive, SharePoint, and Microsoft Teams, Adobe Pro and various accounting, property management and grant management software.

PHYSICAL DEMANDS

Must have the ability to sit for lengthy periods of time and to operate standard office equipment. Must be able to communicate agency needs verbally and in writing. Must be able to maintain excellent attendance and punctuality. The employee is occasionally required to stand, walk, stoop, kneel, or crouch to access files and office equipment. The employee must regularly lift and/or move up to ten (10) pounds and occasionally lift and/or move up to 25 pounds.

WORK ENVIRONMENT

Work is performed in a high-pace, multi-transactional environment, and involves the normal risks associated in an office environment. The noise level in the work environment is typically moderate and involves daily, routine interactions with the public and staff.
