The Senior Foreign Military Sales Analyst will support Program Executive Office, Unmanned Aviation & Strike Weapons (PEO(U&W)), providing high-level program management, technical, and business analysis for various FMS programs related to weapon systems acquisition and life cycle management.

ESSENTIAL FUNCTIONS: 

The Senior Foreign Military Sales Analyst will be responsible for: 

  • Supporting the Case Manager/Program Managers/Team Lead in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, Security Assistance Management Manual (SAMM), International Traffic in Arms Regulation (ITAR), and applicable DoD Acquisition policy guidance.
  • Providing cradle-to-grave FMS support for foreign customers, including cost, economic, and business analyses of applicable programs.
  • Developing Pricing and Availability (P&A) data, Letters of Offer and Acceptance (LOAs), amendments, and modifications in the Defense Security Assistance Management System (DSAMS).
  • Coordinating and participating in program definition meetings, site surveys, management planning meetings, Status Review Meetings (SRMs), and Program Management Reviews (PMRs).
  • Ensuring compliance with all current policies, business principles, and legislation applicable to US Security Cooperation and Security Assistance Programs.
  • Assisting with the development, execution, and assessment of international agreements, co-production agreements, and associated documentation.
  • Analyzing and reporting on financial and project status to FMS case managers, Navy International Program Office (Navy IPO), and other relevant stakeholders.
  • Preparing technical reports, presentations, and briefings using Microsoft Office and Adobe Acrobat software.
  • Supporting the planning and execution of periodic International Missile Sustainment Working Groups (IMSWGs) and other FMS-related meetings.
  • Providing extensive administrative support to ensure timely and accurate completion of correspondence, reports, presentations, and associated documentation.
  • Performing additional duties as assigned

REQUIRED QUALIFICATIONS:

  • Master's degree with at least 10 years of experience in program management, technical, or business analysis, related to weapon system acquisition and life cycle management, of which at least 6 years of recent work experience must be related to FMS analysis and planning.
    • ALLOWABLE SUBSTITUTIONS:
      • A Bachelor's degree plus an additional 2 years of relevant work experience (minimum 12 years total) performing the essential functions may be substituted for a Master's Degree.
      • An Associates degree plus an additional 4 years of relevant work experience (minimum 14 years total) performing the essential functions may be substituted for a Master's degree.
      • An additional 6 years of relevant work experience (minimum 16 years total) performing the essential functions may be substituted for a Master's degree. 
  • Extensive knowledge of the Arms Export Control Act (AECA), Foreign Assistance Act (FAA), and Security Assistance Management Manual (SAMM).
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

DESIRED QUALIFICATIONS:

  • Experience in program/project status and schedule management.
  • Familiarity with the Defense Security Assistance Management System (DSAMS) and other related tools.
  • Knowledge of DoD Acquisition policy guidance and the International Traffic in Arms Regulation (ITAR).
  • Demonstrated understanding of Security Assistance policies and procedures.
  • Experience with preparing and analyzing financial documentation for FMS cases.
