12 Hour Shifts!7 Shifts in a two-week pay period with every other Fri/Sat/Sun off. Schedule pending, based on outcome of Shift Bid; may be a float position.

Characteristics of Class:
Under general supervision of the Jail Administrator, an employee in this class is responsible for the protection of life and property and day to day jail operations on assigned shift or on special assignments. Oversees the operations of the jail in order to oversee facility security, communications, detainee movement, programs and services and all admissions of persons to the secure area. Employees in this position must have a working knowledge of all systems and equipment within the jail including: all computer security systems, cameras, recording equipment, monitors, switchers, multiplexing systems, fire and smoke alarm systems, intercoms, radios, telephones and all door operating systems. Shift Commanders are responsible for the implementation of emergency procedures and will be the primary facilitator ensuring that all emergency procedures are followed as established.
Examples of Duties:

  • Assigns staff to designated areas. Assigns specific and general duties and oversees staff during a scheduled shift.
  • Maintains detainee population so that it does not exceed the maximum operational capacity as established by the Minnesota Department of Corrections Rules and Standards.
  • Ensures the coordination and transportation of inmates to outlining county facilities if Winona County jail is at maximum capacity.
  • Ensures appropriate receiving, booking, and classifying all persons arrested. Ensures the release of persons as appropriate, ordered by the courts or upon completion of sentence.
  • Assures staff are collecting and entering the required information for admission and release purposes into the data base and are completing all necessary logs and documentation in a timely and accurate manner.
  • Completes a daily end of shift report for distribution to administration and to ensure important and pertinent information and issues are passed on to the next shift.
  • Conducts, documents and files regular security, safety and sanitation inspections in the Jail.
  • Ensures the staff checks for unsafe or unsanitary conditions in the performance of their duties.
  • Manages detainee fund accounts, collecting work release, booking and any applicable co-pay fees and regulating the Canteen program.
  • Works closely with the Jail Program Coordinator/Training Officer to ensure successful training of all new staff and continued training of all current staff.
  • Any other duties as assigned by Sheriff's Office administration.

For Full Performance:
  • Knowledge of Winona County Jail Policies.
  • Knowledge of Minnesota Rules Chapter 2911.
  • Knowledge of State Statutes.
  • Working knowledge of all duties within the Winona County Jail.
  • Ability to prioritize tasks, duties, needs, and situations.
  • Ability to gather and analyze facts.
  • Ability to understand and implement oral and written directives.
  • Insight to evaluate staff training needs.
  • Knowledge of office and clerical procedures.
  • Ability to motivate and provide direction to others.
  • Ability to analyze problems and arrive at prompt and logical decisions.
For Pre-Employment:
Minimum requirements
  • High school diploma or equivalent.
  • Must possess and maintain a valid driver’s license.
  • Two years' experience as a Detention Deputy or directly related correctional experience or an equivalent combination of education and experience.
  • Ability to provide effective and truthful testimony in court.
  • Must pass a personal background investigation.
  • Ability to work and communicate effectively with people of all diversities, personalities and ethnic backgrounds.
Desired Qualifications
  • Post-secondary schooling or training in counseling, social sciences, or corrections.
  • Four years' experience as a Detention Deputy or directly related correctional experience.
