Department of State - OIG is Hiring a Supervisory IT Specialist / IT Auditor (FT) Near Arlington, VA

Position: Supervisory IT Specialist (OS/INFOSEC) / IT Auditor (FT)
Summary:
This position is located the Office of Inspector General (OIG), U.S. Department of State (Department). The OIG has statutory authority covering the Department and the US Agency for Global Media (USAGM). Oversight responsibility includes conducting and reporting on inspections, investigations, audits, and special inquiries of all overseas and domestic Department entities.
Duties:
  • Work involves planning, testing, coordinating, installing, configuring, operating, troubleshooting, and maintaining hardware and software systems in support of the organization's IT architecture and business needs.
  • Plans and schedules the installation of new or modified hardware and operating systems and application software.
  • Performs the full range of supervisory duties and responsibilities with technical oversight of contracted staff.
  • Plans work to be accomplished by subordinates, set priorities, and establishes a schedule for the work capabilities of employees.
  • Responsible for implementing and enforcing all safety rules, regulations, and directives that are applicable to the work supervised.
  • Create and maintain documentation related to federal government laws and regulations to keep systems and networks properly accredited.

Qualifications:
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time-after-competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
  • Experience related to difference aspects of management of a Data Center.
  • Experience managing on premises and/or cloud based infrastructure and application deployments and solutions. 
  • Experience in computer systems architecture/configuration techniques, analysis and system design methodologies, and software evaluation techniques. 
  • Thorough understanding of FISMA process and requirements, audits support and continuous monitoring efforts.
  • Experience with managing cyber threat and vulnerabilities; industry-standard and OIG security analysis principles and methods, specific operational impacts of cybersecurity lapses; industry methods for evaluating, implementing, and disseminating information technology (IT) security assessment, monitoring, detection, and remediation tools and procedures utilizing standards-based concepts and capabilities.
NOTE: In order to qualify for this position, your experience MUST be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;

  • Capacity to "see the job through."

  • Knowledge of computer languages and operating systems.
  • Ability to evaluate/adapt/convert deployed hardware.
  • Knowledge of new and emerging development and trends in Data Center technologies including but not limited to server, network, security, end users computing devices and conferencing solutions.
