PLACE OF WORK:

Dugway Proving Ground is seeking applicants for a Management and Program Analyst GS-0343 at the GS-9 or GS-11 level with support agreements or service contract experience for the Resource Management Division, Manpower and Contracting Branch for Dugway Proving Ground, UT. Dugway Proving Ground is approximately 50 minutes from Tooele, Utah, and 90-minute drive from Salt Lake City, Utah. This position is being advertised at both the GS-9and GS-11 levels. If selected at the GS-9 level, you may be noncompetitively promoted to the next level once all conditions for advancement have been met. This includes but is not limited to 1 year of specialized experience at the next lower grade level, meeting Time-in-Grade requirements, and having an acceptable work performance. Management may select from any level for which this position is advertised and for which the applicant is qualified.

Job Responsibilities:

· Serves as the program administrator for the Support Agreement Program for the Army Test and Evaluation Command Dugway Proving Ground.

· Execute items such as the Support Agreement Program and Request for Services Contract Approval process.

· Serve as the backup for areas such as manpower management, force structure, Table of Distributions and Allowances documentation.

· Serve as the lead on the Request for Services Contract Approval.

· Serve as the back up to the Manpower program administrator for the organization.

If selected at the GS-9 level, duties will be developmental in nature until you reach the full performance of the position.

SPECIALIZED EXPERIENCE:

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. If your resume does not contain this information, your application may be marked as incomplete and you many not receive consideration for this position.

Specialized Experience for the GS-09: To be found qualified, your resume must reflect one year of specialized experience: Prepares reports regarding manpower/support strength - touching on areas such as a statement of the issue or problem, background, observations, options for change, and recommendations for action. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience for the GS-11: In order to be found qualified, your resume must reflect one year of specialized experience: 1) Prepares reports regarding manpower/support strength - touching on areas such as a statement of the issue or problem, background, observations, options for change, and recommendations for action. 2) Assists in creating agreements for contracts; AND 3) Performs cost analysis of financial data to determine the correct reimbursement for support received. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

CONDITIONS OF EMPLOYMENT
