Minimum Qualifications

MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet one of the open-competitive minimum qualifications for this position. The qualifications are:
1. six months of post-Security Guard Registration experience as a Security Guard; OR
2. six months of experience as a police officer or peace officer; OR
3. six months of active U.S. military service where you performed security duties on a United States military base or vessel and an honorable discharge or under conditions in the NYS Restoration of Honor Act. Security duties on a United States military base or vessel include working as military police or as security personnel performing foot and motorized patrol, control of pedestrian and vehicular traffic, flight line security, and crime prevention/physical security.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Security Officer.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Community Correctional Center Assistant, Correction Officer, or Security Services Assistant 1.

Internal SED candidates bidding to change their current shift should indicate their preferred shifts in order from most preferred to least when submitting their applications. Shifts will be awarded based on seniority as outlined in the NYSCOPBA contract. If current staff bid to change shifts, their current shift assignment will be backfilled.

Duties Description
The New York State Education Department’s (NYSED) Office of Facilities and Business Services is seeking two (2) candidates for Security Officer positions within the Education (EB) Building. Duties of these positions include, but are not limited to, the following:
  • Understand, operate, and monitor security devices and Alarm monitoring systems;
  • Work closely with executive staff and external law enforcement, fire, and emergency services to respond to security and emergency incidents;
  • Monitor entrances and exits of building to ensure security and to prevent unauthorized individuals from entering or remaining in the building;
  • Approach and intercede with trespassers, unruly clients, and suspicious activities;
  • Patrol and monitor the Education Building, inspecting premises for hazardous conditions and activities;
  • Provide directional information to visitors;
  • Prepare reports documenting and detailing activities and incidents; and
  • Follow and Enforce NYSED policies for staff and patrons.
Additional Comments
CONDITIONS OF EMPLOYMENT: These will be a permanent competitive appointments, or a permanent non-competitive appointments. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Candidates are required to possess a New York State Security Guard License at the time of hire. Continued employment as a Security Officer is dependent upon maintaining New York State Security Guard License. Failure to maintain New York State Security Guard License will result in removal from employment. The work schedule for these positions may be as follows:
  • Monday-Friday, 5:45am-2:00pm (includes 15-minute pre-shift briefing)
  • Monday-Friday, 1:45pm-10:00pm (includes 15-minute pre-shift briefing)

These positions lead to a maximum salary of $50,406 based on annual performance advances.
