Former Members of Congress is Hiring a Program Manager or Senior Program Officer Near Washington, DC

We are seeking a highly skilled and motivated Program Manager or Senior Program Officer to work on FMC’s U.S. democracy and civic education portfolio. The ideal candidate will have a strong background in grant writing and management, experience working on Capitol Hill, exceptional partnership-building skills, and the ability to execute deliverables with precision. This individual will play a key role in advancing our organization's mission by overseeing various grants, coordinating programs, and building strategic partnerships. Responsibilities: 

1. Grant Writing and Management:

  • Research funding opportunities and develop grant proposals to support organizational initiatives.
  • Manage grant applications, reporting requirements, and compliance to ensure timely submission and adherence to grant guidelines.
  • Track grant funding and expenditures to monitor budgetary compliance and support financial reporting.

2. Capitol Hill Experience:

  • Utilize experience and knowledge of Capitol Hill processes to engage FMC stakeholders, including current and former Members of Congress as well as Congressional staff.
  • Establish and maintain relationships with key congressional offices, policymakers, and relevant stakeholders to advance organizational objectives.

3. Partnership and Membership Cultivation:

  • Identify and cultivate partnerships with other organizations, government agencies, and stakeholders to enhance program effectiveness and reach.
  • Collaborate with external partners to develop joint initiatives, leverage resources, and maximize impact.
  • Strategic engagement of current and former Members of Congress in FMC’s domestic and international programs.

4. Execute Deliverables:

  • Develop and implement project plans, timelines, and milestones to ensure the successful execution of program deliverables, mainly within the United States, but at times abroad.
  • Monitor progress, identify potential risks or obstacles, and proactively address issues to keep projects on track.

5. Program Implementation:

  • Plan, coordinate, and execute programs such as conferences, workshops, and meetings to support grant objectives and engage stakeholders.
  • Manage program logistics, including venue selection, agenda development, participant registration, and on-site coordination.

Requirements: 

  • Undergraduate degree in a relevant field.
  • Proven experience in grant writing, grant management, and financial oversight.
  • Demonstrated experience working on Capitol Hill or in government relations.
  • Strong partnership-building and relationship management skills.
  • Exceptional organizational and project management abilities, with a keen attention to detail.
  • Excellent written and verbal communication skills.
  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
  • Proficiency in Microsoft Office Suite.

Preferred Qualifications:

  • Experience working in a nonprofit organization.
  • Familiarity with relevant policy issues and legislative processes.
  • Knowledge of fundraising strategies and donor cultivation techniques.
  • Experience with NEON or other database platforms.

FMC offers a competitive salary in the $60,000-$65,000 range (exact title and salary will be commensurate with experience, as determined by a salary matrix based on the federal government’s DC pay-scale) and generous benefits: PTO, Sick Leave, Paid Federal Holidays, Health/Dental/Vision/Life Insurance, Short- and Long-Term Disability, and generous retirement contributions. Eligible for FMC’s telecommuting and hybrid schedule after probationary period.
