Project Background

The federal agency provides advice to and assists the Secretary and other senior Departmental leaders in acquiring information technology (IT) and managing information resources. The OCIO does this by establishing and applying industry best practices for the acquisition, development, sustainment and lifecycle management of information technology and services in accordance with applicable federal laws regulations and / or policy, including the Clinger Cohen Act, the Government Paperwork Reduction Act, Federal Information Technology Acquisition Reform Act (FITARA) and the Federal Information Security Management Act (FISMA) Office of Management and Budget (OMB) Circulars, e.g. A-130, and A-11 for the management of an IT Portfolio of approximately 150 IT investments valued at over $700M. The agency's Chief Information Officer (CIO) is charged with establishing and maintaining a process to regularly engage with program managers and applicable stakeholders to evaluate IT resources supporting the agency’s strategic objectives to ensure legacy and on-going IT investments are appropriately delivering customer value and meeting the business objectives of programs. This includes providing subject matter expert advice and guidance to Program Offices to help build scalable, flexible, and resilient architectures that address customer business problems and accelerate the adoption of modern technologies deployed via a shared-services model.

Primary Responsibilities
PRIMARY RESPONSIBILITIES:
The successful candidate will use their enthusiasm, strong technical and security background, and skills to assist the federal leads on the following:
  • Participate in project meetings, review project deliverables, and provide written feedback and recommendations on these deliverables to the Program managers, federal managers, and stakeholders to help ensure project success.
  • Coordinate with security office and work on addressing and resolving the Plan of Action and Milestone (POA&Ms).
  • Provide breadth of modern technical knowledge and experience to design and deploy technical solutions on the enterprise.
  • Evaluate technologies for suitability in the customer environment and develop proof of concept demonstrations to educate users and promote modern technologies.
  • Draw upon system deployment experience within federal agencies to complete federal requirements for system operations including 508 compliance, privacy protection, and Authority to Operate (ATO).
Required Skills
  • Knowledge of the System Accreditation and Authorization Process (SA&A), Authority to Operate (ATO), Plan of Action and Milestones (POA&Ms) and Change Advisory Board (CAB) processes.
  • Experience with managing complex system records in the Cyber Security Assessment and Management (CSAM) or comparable system.
  • Solid knowledge of DOJ FISMA, CSAM and POAM’S experience.
  • Experience with National Institute of Standards and Technology (NIST) security controls, the Governance, Risk Management, and Compliance (GRC) security documentation tool, Risk Management Framework (RMF), and security compliance processes.
  • Capable of serving as a technical consultant to our federal customer advising on computing platform design, system configuration, and application system administration.
  • Able to understand System Architecture and make technical recommendations based on a robust understanding of customer needs and federal enterprise IT best practices.
  • Experience with web technologies such as ASP.Net, Drupal 9, React, Web Services including RPA tools such as Appian, Pega, UiPath, etc.
  • Experience in developing technical documentation and technical solutions playbook.
  • Experience with communicating complex concepts and approaches to senior-level technical and management clients.
  • Experience with technology leadership.
  • Knowledge of AWS infrastructure preferred.
  • Knowledge with Implementation Statements and SOP Documentation.
Experience/Qualifications
  • At least 10 years of IT consulting/industry IT experience in a technical field.
  • Experience with AWS services preferred.
  • Experience with technical documentation.
Education
  • Position requires BS/BA degree in a Computer Science or STEM discipline.
