Description

The Talent Acquisition and Engagement Manager oversees and evaluates the team member experience throughout the entire life cycle to ensure proper recruitment strategies, interviewing techniques, selection processes, retention plans and team member development. This position also develops strategies to improve team member engagement and oversees internal communications, including strategic content planning, creation, and delivery through varied media across all business channels. 

ESSENTIAL FUNCTIONS: 

  • Discover talent, build a strong employment brand and ensure great relationships with both candidates and team members. 
  • Develops unique recruiting strategies to overcome industry specific roadblocks.
  • Monitor effectiveness of recruitment program and continually seek new and creative methods to cultivate applications.
  • Develop local recruitment resources through community networking and involvement in community organizations. 
  • Writes job postings, places advertisements in appropriate marketplaces, and platforms to best attract top talent. 
  • Represent UIDC businesses at trade schools, job fairs and events. 
  • Maintain approved headcount levels.
  • Screen resumes and applications to determine applicant’s qualifications and forward applications to managers. 
  • Act as an advisor to management, interview and make recommendations for candidates during the interview and selection process. Ensure tribal preference is given in employment decisions.
  • Assist in the creating and maintain current, effective, clear and concise job descriptions. 
  • Identify and make recommendations regarding recruitment needs related to the use of staffing agencies and temporary services. Manage agency relationships, contracts and temporary staffing needs. 
  • Analyze activities along the employee lifecycle and, in partnership with management, develop and implement strategies that increase engagement and retention. 
  • Establish internal communications and culture building strategies and implementation plans for company-wide internal campaigns. 
  • Lead the development and execution of special internal events. 
  • Drive measurement of internal communications vehicles and programs to gauge overall effectiveness and relevance of message and delivery through HRIS. 
  • Ensure cost-effective expenditures against budget. 
  • Maintains confidentiality of information in verbal, written and electronic information. Limits access to information on job-related, need-to-know basis. 

Requirements

  • BA/BS degree required in Organizational Development, Communications, Marketing, Business Administration, Human Resources or related field OR equivalent years of experience.
  • Experience in reviewing resumes, applications, and conducting employment interviews preferred. 
  • Demonstrated ability to influence all levels of the organization. 
  • Strategic planning, problem-solving, and project management experience. 
  • Ability and willingness to travel as needed.
  • Advanced computer skills including Word, Excel, Outlook and HRIS.
  • Advanced writing, editing, and oral/written presentation skills. 
  • Excellent organizational, verbal, interpersonal, and customer relations skills. 
  • Interpersonal skills: positive attitude, professional approach, demonstrates behaviors that supports Human Resources and Company culture. 
  • Ability to work under pressure and with interruptions. 
  • 21 years of age or older. 
  • Must be able to obtain a Class III Gaming License. 
  • Current and valid Oregon Drivers’ License with the ability to qualify for the UIDC’s Drivers Program.
