JOB SUMMARY:

This position is a supervisory Intelligence Operations Specialist (Branch Chief) assigned to Strategic Planning and Policy Division, Office of the Deputy Under Secretary for Management, Office of Intelligence and Analysis (I&A), Department of Homeland Security (DHS). This position is centered on planning, guiding, and championing the work of strategic planning, policy, and governance professionals to deliver high-quality products and services supporting I&A Senior Leadership and all programs and functions within I&A.

The Strategic Planning and Policy Division (SPPD) maintains expertise in strategic planning, governance, and policy development and lifecycle management to translate the Under Secretary's strategic priorities into products and services that enable the I&A vision and achieve organizational effectiveness. SPPD prioritizes partnerships across I&A and throughout DHS Headquarters, the DHS Intelligence Enterprise, and the Intelligence Community to develop critical intelligence and mission support policies and procedures, identify resource priorities for current or future investment, and align I&A strategic goals and objectives with National and Departmental guidance.

This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.

This position is classified in the Excepted Service under Title 50.

DUTIES INCLUDE:

  • Leads an assigned team responsible for executing a strategic planning, resource planning, governance, and/or policy portfolio, working closely with stakeholders across I&A, DHS, and the IC to align products and services with best practices and standards.
  • Continually improves foundational aspects of organizational performance, including coordinating I&A and DHS intelligence and information sharing policy, maturing the I&A governance framework to enable clear organizational decision-making, and defining and linking I&A-level strategic priorities with investment guidance and performance.
  • Prioritizes excellent customer service to I&A Centers and Division by providing consultation or direct support to develop policy and procedural guidance, define mission or topic-specific plans and priorities, and identify strategic opportunities to engage with I&A, DHS, or IC governance bodies.
  • Facilitates interagency and internal executive-level meetings, including planning and coordinating deep dive briefings for senior customers and managing taskers from and for I&A leadership.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Develops long-range program plans, goals, objectives, and milestones and evaluation of effectiveness.
  • Maintains a continuous liaison with other I&A organizations, other service counterparts, and DHS offices to ensure that strategic planning, policy, and governance products and services are consistent and integrated throughout the national security community. Prepares and presents briefings. Prepares and analyzes reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.

KEY REQUIREMENTS

  • Must be a U.S. Citizen
  • Must be able to obtain/maintain a TOP SECRET/SCI Security Clearance
  • Overtime may be required in response to a significant event
  • Overnight Travel of 1-5 nights per month may be required
  • Incumbent is subject to pre-employment and random drug testing

QUALIFICATIONS AND EVALUATIONS:

Specialized Experience:

To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service.

The competencies or knowledge, skills, and abilities needed to perform this job are:

  • Expert knowledge of DHS I&A Homeland Security intelligence mission and the role intelligence plays in the relationship between I&A, the DHS Components, and the IC
  • Expert knowledge of developing policies and procedures to govern the functions of an agency, evaluating programs, establishing and maintaining executive-level governance constructs, and identifying and analyzing strategies, requirements, resource allocation, and performance to develop goals, objectives, priorities, and plans
  • Demonstrated experience in leadership and management of a team, exhibiting an ability to coach and mentor others
  • Must show outstanding initiative in leading complex projects and assignments, including at the Departmental or other equivalent level, with favorable results
  • Obtaining cooperation and support to resolve policy and programmatic issues among stakeholders within and outside the Department, including other Federal organizations, state and local government officials, external groups, and key government and private sector individuals
  • Demonstrated experience producing agency-level written products and delivering oral presentations to executives

Education: Substitution of education in lieu of specialized experience may not be used for this grade level.

VETERANS:

BACKGROUND INVESTIGATION:

To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for a TOP SECRET/SCI security clearance as a condition of placement in this SPECIAL SENSITIVITY level position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

All applicants tentatively selected for employment at DHS Headquarters may be required to submit to a drug test to screen for illegal use of drugs prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result.
