The
seeks a Research Analyst to support a new Behavioral Health Workforce Center within the HPC, an independent state agency on the forefront of health care policy and cost containment in Massachusetts. This is an opportunity to join a new team that will analyze and monitor the behavioral health workforce in Massachusetts, as mandated by the Massachusetts Legislature and in partnership with the Executive Office of Health and Human Services (EOHHS). Reporting to the Director of Research and Analytics, the Research Analyst will primarily support the Center, with the opportunity to contribute to other behavioral health research projects led by the Research and Cost Trends department.
Mission of the Behavioral Health Workforce CenterThe Behavioral Health Workforce Center (“the Center”) will conduct research to inform the improvement of the supply, distribution, competency, and diversity of the behavioral health workforce in Massachusetts. The main functions of the Workforce Center will be to: (1) serve as the Commonwealth’s primary data hub on the behavioral health workforce by identifying gaps and challenges across communities and provider types; (2) monitor trends, particularly related to disparities in workforce representation and demand for services; and (3) use data to craft recommended policy solutions for identified gaps and challenge areas.
Role And ResponsibilitiesThe Research Analyst will conduct research in support of the Center and support the Director in developing research reports and policy recommendations.
Duties of this position may include, but are not limited to:
  • Conducting analyses to understand behavioral health service utilization, spending, outcomes, and other aspects of behavioral health care in the Commonwealth using descriptive statistics, regression modeling, and other statistical methods.
  • Working in Stata, SAS, R, Tableau, SQL, and/or Python to create analytic files and conduct analyses using claims, discharge, licensure, and survey data.
  • Developing methods and assessing research conclusions by conducting literature reviews and meeting with a range of stakeholders to gather diverse perspectives.
  • Providing subject matter expertise in behavioral health care and recent policy reforms, particularly for issues related to the behavioral health workforce in Massachusetts (including licensure and regulation, government and private sector workforce initiatives and innovations).
  • Drafting policy-relevant reports, white papers, and issue briefs.
  • Communicating analytic results orally and in writing to a variety of audiences.
  • Working closely with other staff within the Center to set priorities for analyses and reporting.
  • Developing behavioral health research project ideas to inform and contribute to work for the Center.
Requirements and Qualifications:RequirementsApplicants should have at least four years of full-time or equivalent part-time, professional, educational, or professional internship experience in a relevant field.
Desired Qualifications (knowledge, skills, abilities, and behaviors):
  • Prior full-time or part-time professional or professional internship experience in behavioral health research.
  • A degree in public health, health care policy, behavioral health, health economics, or another health care policy related field.
  • Experience conducting behavioral health related research and knowledge of behavioral health care in Massachusetts.
  • Experience programming with Stata, SAS, SQL, or other standard statistical software.
  • Experience working with large, complex data sets, particularly claims data.
  • Experience working with other administrative data, including licensure data, to conduct research.
  • Experience using Tableau for data visualization and/or data analysis.
  • Excellent analytic and communication skills, including the ability to interpret and distill complex information into succinct, meaningful reports and visualizations, and to tailor communication for various audiences.
  • The ability to balance multiple competing priorities and deadlines.
  • Excellent organizational skills and keen attention to detail.
  • A dedication to public service and a desire to advance a more transparent, accountable, and equitable health care system for all Massachusetts residents.
Compensation and BenefitsSalary Range
$70,000-$100,000 annually
Salary is commensurate with experience. The HPC may adjust title, responsibilities, and salary depending on the experience and expertise of the individual selected.
