The ALRB exercises jurisdiction over approximately 800,000 farmworkers and employers, providing collective bargaining rights to farmworkers that were specifically exempted from the coverageof the National Labor Relations Act (NLRA) in 1935. The California Agricultural Labor Relations Board was created in 1975 to ensure peace in the fields of California by guaranteeing justice for all agricultural workers and stability in agricultural labor relations. Headquartered in downtown Sacramento with regional offices throughout the state, ALRB employees are committed to, and guided by, the principles of the Agricultural Labor Relations Act, to “encourage and protect the rights of agricultural employees to full freedom of association, self-organization ... and to be free from interference, restraint, or coercion” (Labor Code § 1140.2).

Under the general guidance of the General Counsel, the Associate General Counsel, Unfair Labor Practices, Agricultural Labor Relations Board (Regional Director) is responsible for the overall administration and operation of the regional and subregional offices in the region. The Regional Director represents the Agricultural Labor Relations Board and the General Counsel in the performance of the most complex and sensitive duties related to the management of a regional operation. The Regional Director works closely with the General Counsel on the promulgation and implementation of policies and procedures of the General Counsel program and applicable provisions of the Agricultural Labor Relations Act.

The requirements for this position are as follows:

  • The position(s) require(s) fluency in the Spanish language. If the State of California does not have a current record documenting your fluency in this language, you will be required to successfully pass an approved language fluency test prior being hired.
  • the position(s) require(s) a Bar license. You will be required to provide a copy of your license prior to being hired.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of: The Agricultural Labor Relations Act, Agricultural Labor Relations Board case law and attendant regulations; relevant National Labor Relations Act case law, legal principles and their applications; legal research methods; administrative law and the conduct of proceedings before Administrative Law Judges; scope, character, and principles of California statutory law, provisions of the California Constitution, administrative regulations, and case authorities administered or enforced by the General Counsel, Agricultural Labor Relations Board; and principles of labor law, administrative law, and civil litigation; and rules of evidence and conduct.

Ability to: Analyze legal principles and precedents and apply them to complex legal problems; perform and direct legal research; present statements of fact, law, and argument clearly and logically in written and oral form; draft opinions, pleadings, rules, regulations, and legislation; negotiate effectively; recognize the special problems of employer-employee relations; and independently present difficult and complex cases before Administrative Law Judges.
