JOB
This position performs a broad variety of public services, accounting and/or clerical duties of a regular and recurring nature including posting, calculating, billing, word processing, collecting payments, providing information to the public, maintaining records, data entry and submitting reports. Individuals assigned to this classification will normally apply a general knowledge of accounting and clerical matters to perform independent regular and recurring activities requiring general knowledge of cash receipting, accounts receivable, accounts payable, and customer service. Work involves considerable public contact. The employees in the Finance Department have access to a variety of confidential information. EXAMPLE OF DUTIES
Essential Functions: Provide excellent customer service to the public, City staff or other agencies by receiving and directing incoming calls and visitors. Take messages, determine needs, answer general questions and furnish information regarding established departmental procedures. Transfer calls to appropriate individuals or departments. Provide backup front desk duties as needed to cover absencesOperate cash drawer, issue receipts, maintain required change and balance financial transactions daily and/or monthly. Process and distribute daily mail. Provide information regarding utility customer accounts and resolve complaints and concerns within scope of knowledge or refer to appropriate employees.Provide back up to utility billing as needed which may include preparing utility bills, process past due notices and shut off notices, processing discount rate applications, downloading information from utility meters, processing utility refunds and setting up new utility accounts.Reviews, identifies and resolves problems and discrepancies on utility accounts.Responsible for implementation of and regular maintenance of the utility billing system including rate changes and software updates.Assist accounts payable as needed by preparing invoice packets and data entry into and maintenance of the contract management system.As directed, perform data entry of fixed assets into the accounting system to maintain and update fixed asset records. Maintain spreadsheets, perform various reconciliations and analyze data related to tracking revenues and expenses. Perform other administrative duties as assigned to support the finance department such as; filing, scanning documents, data entry, maintaining office equipment, scheduling department-wide trainings and preparing mail.Knowledge, Skills AbilitiesAbility to understand modern technologies within this field of work and understand what adjustments will be needed to implement the new technology.Ability to proactively research diverse ways of doing work in a specific area of focus, translating the information and making recommendations so that it can be helpful to decision makers.Requires knowledge of office practices and procedures.Requires knowledge of general bookkeeping procedures and utility billing experience.Ability to establish and maintain effective working relationships with all City departments, co-workers, supervisors, citizen groups and the public in general.Ability to understand and follow oral and written instructions.Ability to serve the public in manner conducive to positive customer relations.Ability to coordinate and carry on a number of activities simultaneously and under busy conditions.Ability to perform research, analyze data and implement conclusions as appropriate.Requires visual and manual dexterity and physical ability to frequently walk, stand, bend, lift and sit for prolonged periods of time.Ability to work independently from general instructions and broad work expectations.Ability to prioritize work and meet deadlines.Communicate effectively both verbally and in writing.
SUPPLEMENTAL INFORMATION
Work is performed indoors in an office environment, utilizing computers and peripherals, computer software, copy machine, scanner, postage meter and telephones. Work is performed individually and as part of a work team.
