SummaryThe Payroll and Billing Specialist is a dual role responsible for timely and accurate processing of company payroll and construction billings. This role will report to the Company's Controller and Director of Operational Finance and will work closely with associates in similar roles. You will have responsibility for payroll processing from collection of timesheets to payment of taxes. You will also be responsible for maintaining the billing system for construction projects using AIA billing and preparing necessary documents to insure payments, such as lien waivers and lien waivers and certified payroll.
Payroll Responsibilities
  • Collect and enter employee time and labor data submitted by various offices and interact with supervisors as required to verify data and resolve discrepancies.
  • Process payroll in a multi-state, multi-union and corporate environment.
  • Establish and ensure accuracy of federal, state, and local taxes, social security contributions, employee benefit contributions, fringe benefits, garnishments and other deductions of employee paychecks.
  • Reconcile and resolve payroll discrepancies.
  • Analyze and respond to inquiries from employees regarding paycheck amounts, deductions, leave accruals, direct deposit, and other concerns.
  • Processes garnishments and communicate garnishment information to all parties.
  • Research and gather required documents to set up required tax accounts in new states where companies operate. Research payroll tax payments and data discrepancies with federal, state and local agencies, and work with tax agencies as well as internal staff for resolution.
  • Work with payroll system to ensure that the company is in compliance with federal, state, and local legal requirements, establishing state tax, unemployment tax and local city/territory accounts as necessary. Responsible for monitoring and completing tax filings as necessary.
  • Prepare various payroll reports from PR/HR system, including certified payroll reports, including preparation and submission of union reporting.
  • Administer employee benefits, including distribution of new hire/enrollment packets.
  • Perform Verifications of Employment/Respond to other government inquires as needed.
  • Perform other duties as required.
Billing Responsibilities
  • Manage the accounts receivable process, including invoicing, collections, and payment application.
  • Ensure accuracy of financial records.
  • Conduct regular follow-up with customers regarding outstanding balances and resolve any billing discrepancies.
  • Maintain accurate and up-to-date customer records in the accounting system.
  • Collaborate with internal departments to resolve customer inquiries and issues in a timely manner.
  • Ensure compliance with company policies and procedures.
  • Project invoicing which includes AIA Billing, Unit Price Billing & Time & Material Billing.
  • Prepare and submit all required documentation with invoices, such as, lien waivers, PO, certified PR reports, insurance certificates, etc.
  • Perform other duties as requested.
Qualifications
  • Bachelor's degree in accounting, finance or related field preferred
  • At least 3 years' experience doing full union payroll cycle and at least two years in a billing function preferably with construction background
  • Trustworthy with attention to confidentiality
  • Knowledge of Federal, State and Local taxes
  • Ability to work with accounting and business software, including Microsoft products, Excel, Word, etc
  • Knowledge of billing systems and types, including AIA billing and retention
  • Strong analytical and problem-solving skills
  • Highly skilled in math, accounting and financial processes
  • Excellent communication and interpersonal skills
  • Contributes to team efforts by accomplishing related tasks as needed
  • Detail oriented and highly organized
  • Skilled in time management and the ability to prioritize tasks
  • Excellent critical thinking skills
  • Ability to query data to obtain meaningful information
