GENERAL SUMMARY:

Serves as a liaison for local, state, and federal agencies that influence whether by regulatory standards or through emergency planning and response support. Develops analysis and monitors regulatory metrics for improved compliance performance at the organizational level, identifying opportunities, providing information and consultation to management and departments with a focus on sustainable effectiveness. Exercises considerable initiative, independence and judgment regarding preparation of analysis, development of recommendations and identification and resolution of problems.

 

PRINCIPLE DUTIES AND RESPONSIBILITIES:

 

·Designs, authors, implements and manages the emergency preparedness plan for designed Henry Ford Health assigned Business Unit incorporating the six critical areas of emergency management: communications, resources & assets, safety &security, staff response, utilities management and clinical support activities, organized by the four phases of emergency management: mitigation, preparation, response and recovery.

 

·Designs, authors, implements and manages the emergency management policies and procedures for Assigned Business Unit, to interface with the hospital’s emergency operations plans and community-wide emergency management plans.

·Discerns, develops, benchmarks and measures emergency management program performance applicable to all locations of Henry Ford Assigned Business Unit, to be reported to the appropriate designated councils and/or committees. Designs and manages work process and projects that improve the performance of the emergency management program annually.

·Analyzes, designs, and manages a community-based hazard vulnerability analysis for all Assigned Business Unit, based on community risk assessment activities in conjunction with all in-system, local, state and federal emergency management agencies. The hazard vulnerability analysis will be reviewed annually.

·Manages and integrates Business Unit relationship and incident command structure with other HFHS Emergency Management groups, state and local jurisdictional authorities, state and local Public Health, state and local Emergency Management, applicable Healthcare Coalitions, and additional. Serves as the business unit emergency management point of contact for all emergency management activities, drills and actual events.

·Designs, directs and critiques all emergency management drills and exercises for Assigned Business Units. Responds to real events requiring activation of incident command at Assigned Business Unit. Evaluate response, makes corrections, and completes documentation required by regulatory and accrediting agencies.

·Designs and manages, in conjunction with other organizational leaders, the provision of: communications, resources & assets, safety & security, staff, utilities and patients for all emergency management events and drills for all Assigned Business Unit locations.

·Manages and prepares all emergency management funding grant requests and internal hospital budgeting related to emergency management grant requests or departmental budgets.

·Manages and maintains all resources and equipment purchased for emergency management, whether purchased by the hospital or local, state or federal authorities.

·Establishes and maintains an improved hospital relationship with fire and EMS agencies, hospitals within and outside of HFHS, long term care agencies, and other members of the healthcare delivery system for the purposes of building response plans.

·Designs the emergency management educational curriculum for all Assigned Business locations and contributes and reviews the Henry Ford Health emergency management curriculum.

·Serves as the Chair, Vice Chairperson, or lead of designated business unit and/or system committees. These may include Emergency Management Steering Committee, Environment of Care Committee, and regulatory audit teams.

·Maintains a working knowledge of all applicable federal, state and local laws and regulations, the Corporate Compliance Program, Code of Ethics, Joint Commission standards, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.

·Develops, implements and administers departmental policies and procedures to ensure compliance with local region, state and federal statutes and accrediting agency regulations. Monitors adherence to same and initiates corrective action as necessary.

·Serves as the Safety Officer for the organization if appointed by the CEO or Sr. Leadership.

·Conducts annual evaluation of organization-wide Environment of Care program in accordance with TJC standards, if designated by business unit leadership.

·Responsible for overall coordination of the annual creation, evaluation and update of the management plans of the Environment of Care and Life Safety chapters, if designated by business unit leadership.

·Assigns and monitors Environment of Care and Life Safety chapter responsibilities to chapter leads pertaining to the Hazardous Materials and Waste, Safety and Security, Utilities Management, Clinical Engineering sections of the regulatory requirements, if designated by business unit leadership.

·Performs other duties as assigned.

SPECIALIZED JOB DUTIES:

·Ensures that hospital, county, regional, and state requirements for Assigned Business Unit are met in a timely fashion.

·Directs and develops Emergency Management activities surrounding National Emergency Preparedness Month System-wide.

·Stewards the Assigned Business Unit Incident Command Center, Incident Command Center Supply Cabinet, Emergency Management Supply and Staging Rooms, and Haz-Mat Decontamination Rooms.

·Authors and maintains Assigned Business Unit Emergency Management and Environment of Care policies as appropriate to the assigned principle duties and responsibilities.

·Maintains Assigned Business Unit emergency page lists.

·Prepares and applies for capital and grant funding opportunities related to Emergency Management activities.

·Serves on all local, regional, and state Emergency Preparedness boards and committees.

 

EDUCATION/EXPERIENCE REQUIRED:

·Bachelor’s degree, preferably in an Emergency Management or related field of study required.

·Specialized knowledge of Emergency Management requirements of regulatory and accrediting agencies.

·Three to five (3-5) years of progressively more responsibility and experience relating to emergency management or safety program management or leadership position required.

·Demonstrated experiences in project management or in planning, implementing, managing and coordinating complex events.

·Demonstrated research skills using electronic journals, media, the Internet, and other sources, especially in searching governmental websites.

·Proficiency in Microsoft Office Suite products, including Word, Excel, and PowerPoint.

·Interpersonal and communication skills necessary in order to effectively exchange information, enhance relationships, lead staff and interacting with all levels of hospital staff and outside community agencies.

·Exceptional communication skills, both oral and written.

 

CERTIFICATIONS/LICENSURES REQUIRED:

Maintain a valid Michigan Driver’s License.

PHYSICAL DEMANDS/WORKING CONDITIONS:

·Must be able to sit, stand and walk for long periods of time.

·Must be able to drive and maintain a valid Michigan Driver’s License. Must travel from location to location.

·May be in contact with communicable diseases and infections.

·May be in contact with hazardous materials or wastes.

·May be required to remain on site for extended duration in the event of an emergency event.

·May be required to travel to conferences, seminars, and meetings.

·Must be able to tolerate heat, wet, and cold weather conditions.

·Must be available to take emergency calls at any time.
