Project Manager – Washington, DS

EML is seeking an experienced Project Manager to oversee a Government Contract for a multiple facilities in Washington, DC

SUMMARY

Serve as Facility Project Manager and provide management, supervision, materials, equipment and supplies and be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of equipment and systems at the facilities below. Facility Project Manager will have to perform onsite managerial supervision. Individual will also have complete authority to act for EML, LLC in every detail during the term of the contract. The contract will be for 10yrs in length.

DUTIES AND RESPONSIBILITIES

• Manages the project's budget and prepares profitability projections.
• Manages the project's workload and productivity.
• Develops and maintains Operations & Maintenance (O&M) plans and procedures.
• Prepares, reviews, and approves costs, plans, estimates and schedules for minor construction, modification, maintenance, and repair related to the project.
• Administers company policies and procedures at the project site.
• Maintains productivity and efficiency metrics for the project, utilizing Microsoft Office and other computerized maintenance management systems (CMMS), such as IBM Maximo.
• Assures all projects meet or exceed established Quality Standards.
• Visits the Contracting Officer's Representative, and other key government contacts to discuss project matters.
• Prepares and conducts annual performance reviews of project subordinates.
• Ensures project site is in compliance with all safety and environmental regulations. Ensures all violations are reported and investigated.
• Ensures Equal Employment Opportunity Program's goals and objectives.
• Reports safety/environmental violations to the Safety/Environmental Manager.
• Performs other duties as assigned.

QUALIFICATIONS

1) Possess at least five years of recent ( within the past seven years) experience in the management and supervision of building mechanical operations and maintenance

2) Supervising trades and mechanical personnel (HVAC, electrical, plumbing, etc.)

3) Managed or supervised a single Class A type facility (Office Building) that is over 350,000 gross square feet or multiple buildings when combined over 500,000 gross square feet.

4) Familiar with the following systems:

a. Fire alarm systems

b. Building automation systems

c. CMMS

d. HVAC systems

e. High voltage electrical distribution systems

f. Domestic water systems

g. Plumbing systems

h. Sewage and drainage systems

EXPERIENCE and/or EDUCATION
A minimum of 5 or more years of recent (within the past 7 years) experience in the management and supervision of building mechanical maintenance operations for buildings of the approximate size and characteristics of the building(s) to be operated and maintained at the Colorado Service Center under this contract. A detailed resume containing a thorough description of the previous 7 years of employment history with references must be submitted, as the Contracting Officer has to provide approval prior to the assignment of the project manager to the contract.

LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write detailed reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Should have basic knowledge of Microsoft excel.

REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
