City Of Alameda is Hiring a Principal Financial Analyst (Budget Manager) Near Alameda, CA

This is a full-time, benefited position regularly scheduled to work a 4-day, 36-hour schedule (typically Monday - Thursday).

The Position

Under general direction, plans, performs, organizes, and is responsible for development of the City’s budgetary documents and the budget development process including intricate budget analysis, short- and long-range fiscal forecasting, and capital planning; performs complex budget monitoring, detailed analytical work, multipart performance analyses, and prepares interim financial and budgetary reports; researches, analyzes, and reviews complex financial data; supervises and trains assigned staff, and performs related duties as assigned.

Note: The job description is currently pending Civil Service Board approval in October, which will include added responsibilities for overseeing City-wide purchasing activities. 

Finance Department

The City of Alameda Finance Department provides strategic financial vision for the City’s fiscal security and delivers comprehensive financial services for the City. We provide timely and accurate financial reports in support of the City’s elected City Auditor while maintaining integrity of information in the City's financial systems. The Finance Department monitors internal controls, processes payments, develops biennial budgets, produces full-cycle payroll, and collects, deposits and records City revenues. The team also manages the City's investments in support of the elected City Treasurer and manages the City’s banking relationships. Finance also issues and restructures the City's and Successor Redevelopment Agency’s bond issues and debt while also acting in a fiduciary capacity for the assessment districts.

Four-day, 36-hour work week (typically Monday through Thursday)

CalPERS Retirement: Classic Members: 2% at 55 formula, 8.868% contribution; New Members 2% @ 62 formula, 8.25% contribution.

Medical: The City contracts with CalPERS to provide comprehensive health coverage to employees. Multiple HMO and PPO plans available, with a generous City contribution towards medical premiums.

Dental: Comprehensive dental coverage provided to employees and their eligible dependents. 

Vacation: Starting with 75 hours annually and increasing with years of service.

Management Incentive Leave: 27 hours of management leave per fiscal year.

Holidays: 11 City Holidays

Floating Holidays: 3.5 days

Sick Leave: 90 hours annually; unused sick leave is converted to service credit at retirement.

  1. Leads and performs professional technical and analytical work in the areas of preparation, implementation, monitoring, and evaluation of the City budget.
  2. Prepares fund summaries for use in preparation of the City's biennial budget, mid-year review, mid-cycle adjustments, and year end summary; analyzes and recommends budget funding levels and determines impact of programs, cost proposals, and related matters.
  3. Coordinates the City budget process with departments, including preparation of the budget manual, development of schedules, worksheets and exhibits; monitors interdepartmental cost allocation and actual expenditures.
  4. Creates, manages, and maintains inter-fund loans; performs annual budgeting of interest payments and payoffs; reviews journal entries for loan transactions.
  5. Coordinates with other Finance Department staff and City departments to ensure cost accounting and revenue collection systems are consistent with the approved budget. 
  6. Provides assistance and advice to City departments in resolving budgetary issues; trains City staff on the budgetary process; prepares and maintains mid-year and annual budget instructions.
  7. Represents the City in public meetings; prepares presentations for meeting with citizen groups and the City Council; provides recommendations and prepares suggestions for improving education, understanding, and engagement of the public regarding the City Budget and financial operations.
  8. Leads Finance Department staff and City departments to calculate both internal and external cost allocations for use in billing and internal recovery.
  9. Develops and implements financial and management systems, policies, procedures and standards for budget preparation, examination, monitoring and control.
  10. Prepares the City's long-term financial forecast.
  11. Prepares reports for management review, including periodic financial reports; reviews departmental staff reports; reviews, and processes budget amendments reports for final approval by the Finance Director.
  12. Performs complex and/or sensitive labor negotiations and collective bargaining costing
  13. Evaluates, reviews, and prepares financial impact statements for proposed city ordinances, resolutions, and other policy changes.
  14. Performs advanced administrative and analytical support. May serves as liaison on administrative and special projects matters between the Finance Department and other City departments, committees and citizen groups. 
  15. Conducts advanced complex research projects; gathers and analyzes data; writes reports; develops recommendations, cost implications and implementation guidelines for new programs and existing and proposed projects.
  16. Builds and maintains positive working relationships with co-workers, other City employees, elected officials, and the public using principles of good customer service.
  17. Supervises, evaluates, and trains staff as assigned
