Duties

As a Financial Analyst (Grants)GS-0501-11, your typical work assignments may include the following:

  • Perform funds management analyst duties specific to a wide variety of grants and sponsored programs for the college.
  • Plan and conduct financial management studies that involve analysis and complex, interrelated administrative processes, e.g., financial monitoring, procurement, payments, and property management functions.
  • Assists project managers and officials with the development and formulation of funds request segment of the grant proposals and supporting documentation for compliance with rules, regulations, policies and procedures prescribed by the Federal government and funding sources.
  • Responds to financial management inquiries from the principal investigators, grant managers, and Leadership Team, funders and the Bureau of Indian Education.
  • Assist with processes and work with grant organizations on compliance issues, monitor adherence to fiscal and accounting policies, procedures, and fiscal reporting throughout the grant lifecycle stages.
  • Establishes and maintains internal controls of grants monies to effectively support project audits and respond to questions or findings.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
MINIMUM QUALIFICATIONS:
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience for this position includes: Processing a variety of administrative business financial management transactions such as purchasing, contractual and grants, grant obligations, financial monitoring, procurement, payments, and property management functions and ensuring those funds are properly allocated; Monitoring obligations and expenditures throughout each lifecycle stage to meet financial management objectives; Reviewing and analyzing financial reports generated by the system and preparing related financial documentation to satisfy reporting requirements; and Identifying problems and discrepancies, determining if adjustments or corrections are required, and taking necessary action to correct and produce reports.

Applicant must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level education leading to such as degree or LL.M., if related.
OR
Combination of successfully completed graduate level education beyond the second year of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for the position.

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required unless using education to meet the qualification requirements.
