Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (i.e., one year at the GS-07 grade level for consideration for the GS-09 grade level; one year at the GS-09 grade level for consideration for the GS-11 grade level).
Specialized Experience: To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing staff administrative analytical and evaluative work related to program operations, management and organizational efficiency and productivity. Examples of specialized experience include:
- Performing assignments, projects or studies related to administrative business operations and programs;
- Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives;
- Coordinating management analysis studies with business operation programs, goals and objectives OR
For the GS-11 level: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-9 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing staff administrative analytical and evaluative work related to program operations, management and organizational efficiency and productivity. Examples of specialized experience include:
- Performing assignments, projects or studies related to administrative business operations and programs;
- Gathering and analyzing organizational data to recommend improvements to planning processes, performance, or organizational effectiveness and efficiency;
- Producing analysis reports and spreadsheets to support business operations OR

- Physical Demands: The work is sedentary in nature. Typically, the employee may sit comfortably to do the work. - Work Environment: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of offices and meeting rooms, e.g., use of safe work practices with office equipment, avoidance of tripping and falling, and observance of fire regulations. The work area is adequately lighted, heated, and ventilated.
