GENERAL FUNCTION:

Under administrative direction, plans, directs, and organizes the operations, support services and law enforcement activities, of the Police Department; Manages, develops and directs departmental programs and projects; Formulates and implements administrative policies and procedures; Manages subordinate supervisory staff; and performs related duties as assigned.
 
CLASS CHARACTERISTICS:

Reporting to the Assistant General Manager, Public Safety, this classification serves as a member of the Park District’s senior leadership team, with responsibility for providing leadership, direction and technical expertise to the programs and staff of the Police Department. This classification is distinguished from the higher-level classification of AGM, Public Safety in that the latter has overall responsibility for the direction, and goals of an entire Division, comprised of various departments and Chiefs. It is further distinguished from the lower-level Police Lieutenant classification in that the Police Captain has overall responsibility for the management and direction of a department comprised of multidisciplinary programs and staff. This classification may be assigned to either Police Operations or Support Services.

  • Directs and oversees the coordination of activities, programs, and staff within the Police Department, including field operations and administration;

  • Develops, recommends, and guides the establishment of departmental policies and procedures in accordance with California statutes, Park District and Public Safety Division regulations, goals and objectives;

  • Selects, develops, motivates, evaluates, and directs the work of subordinate staff directly and through subordinate supervisors; Ensures the maintenance of documented procedures;

  • Ensures understanding on the part of all Public Safety Department personnel of all applicable ordinances and statutes, and the procedures for enforcement;

  • Ensures dissemination of approved security and emergency procedures for use by Park District personnel;

  • Monitors performance in accordance with established standards, plans, objectives, policies, and procedures; 

  • Reviews logs and reports; Authors, or directs staff reports to be drafted on police and administrative activities;

  • Prepares and recommends the annual budget for Public Safety;

  • Ensures the Department meets ongoing and annual operational and financial objectives;

  • Ensures the timely dissemination of Park District and department information which is relevant in general or in terms of individual job responsibilities;

  • Liaises with emergency managers in Alameda and Contra Costa counties; 

  • Represent the Park District's law enforcement interests within and outside the Park District, as appropriate;

  • Manage internal investigations involving allegations against Police Department personnel; assign and review investigations, draft command-level reviews, and make recommendations to the Chief of Police;

  • May act as the AGM of Public Safety during an absence; and performs related duties as assigned.

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A Bachelor's degree from an accredited college or university in police science, public administration, or a related field,
AND
Experience:  Five (5) years of experience in public safety or law enforcement field, of which at least two (2) years must have been in a first-level manager position with supervisory responsibility.
Substitutions:  Additional experience may be substituted for a maximum of two (2) years of the required education on a year for year basis.
 
License or Certificate: Possession of a valid California Driver's License is a condition of initial and continued employment in this classification.

CONDITIONS OF EMPLOYMENT:

• Must pass a Public Safety Level 3 Sworn Background Check.
• Must wear a Park District issued uniform.
• Must be legally authorized to work in the United States under federal law. Must be 21 years of age by time of appointment.
Must meet current peace officer selection standards as set by the California Commission on Peace Officer Standards and Training (POST).
• Must be of good character and reputation and not have been convicted of a felony crime or serious misdemeanor offense and must be able to pass a strict background investigation.
• Must be free from any physical, emotional, or mental condition which might interfere with the ability to perform the essential functions of police duties, as determined by the California Peace Officer Standards and Training (POST).
• Must be willing to work evenings, weekends, and holiday shifts as needed.
• This position is designated as a Mandated Reporter under the Child Abuse and Neglect Reporting Act (CANRA). Mandated reporters are individuals who are obligated by law to report suspected cases of child abuse and neglect. As such, you will be required to sign an acknowledgment of having received the District’s policy and your responsibilities.
• This position requires a Supplemental Questionnaire for Employment in compliance with Public Resources Code §5164

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of: Principles of effective supervision, training, and evaluation; law enforcement operations, administration, techniques, and equipment; park visitor rules related to safety, security, and traffic control; effective management and administrative techniques; fiscal and budgetary practices and policies; principles, practices, and methods of the law enforcement field; Park District’s Equal Employment Opportunity Policy objectives; a supervisor’s role in the Equal Employment Opportunity Policy objectives and the processes available to meet objectives; labor relations principles; information technology and its uses to enhance business performance and efficiency.
 
Ability to: Plan, organize and evaluate division activities and staff; Assist with the development and implementation of goals, objectives, policies, procedures, work standards and internal controls; Interpret and apply administrative/operational polices, practices and procedures, including the applicable memoranda of understanding with the Park District’s labor groups; Effectively contribute to the District's Equal Employment Policy objectives; Coordinate with other staff to ensure development and maintenance of appropriate law enforcement records, systems, and procedures; React effectively under stress and emergency conditions; Analyze and problem solve; Manage multiple priorities, including the balancing of competing interests in a regulatory and political environment; Prepare and analyze clear, concise, and complete reports and correspondence; monitor the assigned divisions’ budget; Operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing; Demonstrate interpersonal sensitivity; Exercise sound judgement, initiative, and tact; Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers and park users.

ADDITIONAL INFORMATION:
UNION AFFILIATION: 

POLICE ASSOCIATION: The Park District's Police Association (PA) represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and the PA.

Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
