The foreman's responsibility is the overall supervision of his crew to produce the project as per plans and specifications within the established budget.

Job SummaryThe Director of Preconstruction will plan, coordinate, and supervise company estimating department providing technical and administrative direction to ensure corporate objectives are met. The Estimating Manager is responsible for evaluating bid specifications and drawings, takeoff and estimating mechanical systems and ensuring that we know everything required to successfully bid and win the project.
Essential Functions
  • Develops and maintains customer relationships.
  • Maintains customer relationships with industry organizations such as ABA, CASHE, ASHRAE, Etc. and regularly attends their local events.
  • Assigns work loads to the estimating team and holds responsibility for accuracy and completeness of estimates.
  • Assemble and/or review all estimate packages as needed to provide accurate proposals to our customers.
  • Perform technical conceptual estimates on early entry opportunities with owners and general contractors.
  • Review take off quantities to ensure accuracy of data used in estimates.
  • Ensure pricing databases updated on a cadence based on current market volatility.
  • Ensure all estimates are prepared utilizing vendor and subcontractor quotations to properly estimate project without “plug” numbers.
  • Prepare and/or review proposal letters, scope qualifications, exclusions and final pricing.
  • Assess final estimates for plan and specification compliance.
  • Monitor all addenda, scope changes and bid forms to ensure they are processed and incorporated into the estimate in a timely manner.
  • Analyze alternative solutions and construction methods to increase competitiveness within our market.
  • Develop RFI’s when appropriate.
  • Maintain subcontractor and vendor relationships.
  • Provide technical direction and assistance to the estimating team.
  • Submit all bids on time.
  • Follow up on all proposals/bids sent from the department immediately after submission.
  • Maintain database on won and lost projects with customer feedback to develop knowledge of current market conditions.
  • Maintain the funnel of upcoming work; present potential opportunities to leadership team to strategize based on annual revenue goals and available manpower curve.
  • Provide leadership to direct reports with direct training, mentoring and guidance.
  • Set performance goals for direct reports and provide annual performance reviews and include formal quarterly check ins.
Job Requirements
  • Education and experience requirements include: 4-year engineering degree or equivalent combinations of technical training and related experience with Mechanical (Wet side and Dry side), BMS Controls and Duct work.
  • Advance management or technical training preferred.
  • Extensive (10 or more, years) experience in similar facility construction estimating and related functions plus thorough knowledge of corporate objective impacting estimating, estimating strategies and techniques, and construction contracts required.
  • Excellent organizational, supervisory and decision making/problem solving skills essential.
  • Good communicative and interpersonal skills required.
  • Ability to estimate all types of projects/contracts, plus ability to coordinate and supervise group work effort essential.

Performance MetricsThis Director of Preconstruction’s performance will be measured on the following:
  • Weekly Sales Meeting updates including win/loss and on time bid submission performance.
  • Bid accuracy.
  • Monthly business development updates.
  • Ability to generate new sales through new and existing customers.
  • Customer feedback.
  • Quarterly performance feedback from supervisor based on annual goals.
  • Annual performance review with supervisor.
  • Growth of direct reports through structured goals and career paths.
