SummaryThis position is with the Small Business Administration, Citrus Heights 7a Loan Guaranty Processing Center in Citrus Heights, California. Incumbent functions as the center's expert IT Specialist and management advisor for the use of technology to improve efficiency of center operations and effectiveness of program areas.
Duties
Duties include but are not limited to:
  • Reviews and evaluates problem areas and designs appropriate, efficient, and cost-effective solutions to reduce repetitive human functions and improve information availability in the office by applying the appropriate technology (e.g., software development, microcomputers, telecommunications, client server, and Internet-based systems and interfaces with the agency mainframe and planned successor systems).
  • Plans, designs, develops, tests, and implements local applications for the Center (e.g., utility programs, databases, tracking systems, usage systems, cost-benefit analysis systems, data input validation tables, and electronic services) related to the Internet MS SQL Server, Visual Studio, Team Foundation Studio, IIS, TSQL, C#, ASP.NET, JavaScript, AJAX, XML, CSS, and ADO.NET.
  • Serves as a technical representative to the Center managers and staff in configuring and using web applications developed for center.
  • Develops software applications for use in the Center within the limits established by Agency procedures.
  • Upgrades equipment, installs new software, publishes application updates, and interprets or explains technical changes or new policies to the Center staff.
This is a bargaining unit position with AFGE Local 228.
This is not a drug testing designated position (TDP).

QualificationsGS-13BASIC REQUIREMENTSThis position requires that you have IT-related experience demonstrating each of the four competencies as noted below. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.   • PROBLEM SOLVING - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

MINIMUM/ADDITIONAL REQUIREMENTSSpecialized Experience:
One year of specialized experience (equivalent to at least the GS-12 grade level in the Federal service) obtained in either the private or public sector:
  • Performing the duties gained in the IT field through the performance of work where the primary concern is developing software applications for web-based platforms; AND
  • Developing automated processes and procedures for gathering and analyzing data, configuring automated production and metrics reports; AND
  • Developing and conducting IT training in an office environment.
