The purpose of this job is to provide executive leadership and strategic guidance to city departments and offices as assigned by the City Manager. Performs highly responsible and complex management and administrative duties. Oversees and manages a variety of special projects for the City Manager. Oversees administration and research for policies, procedures, and development of assigned city departments.
Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description
  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline and/or termination of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Serves as project manager by coordinating administration and research for policies, procedures, and development of assigned city departments. Provides executive leadership and strategic guidance to positions and departments as assigned to ensure efficient operation of city government.
  • Serves as the department director for assigned offices.
  • Serves as staff liaison to the Citizens Police Review Board (CPRB).
  • Coordinates activities among assigned city departments and works with key staff to identify and resolve problems. Serves as advisor to City Manager, department heads, and city staff. Attends and participates in City Council meetings, work sessions, and other public meetings.
  • Manages day-to-day operations of the City Manager’s office and represents city to public, private sector, and other government entities.
  • Regular attendance is a necessary and essential function.
  • Performs other duties as assigned.
Supervisory Responsibilities
  • Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function, including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

Fiscal Responsibility
  • Position has moderate fiscal responsibility.
  • May be responsible for the billing, collection, and/or accounting of funds. May be responsible for the handling and balancing of cash.
Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience
  • Bachelor’s Degree in Public Administration, Political Science, Business, or related field. Master’s Degree preferred.
  • Minimum of 10 years of executive city management experience.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
Hours/Days
General office hours are Monday – Friday from 8 a.m. – 5 p.m. Required to attend evening and weekend meetings and events as needed.
Starting Salary
Annual Salary Range: $106,506 - $164,019. Well qualified candidates can expect to be hired at or above the mid-range of $135,263.

The City of Columbia, Missouri seeks a visionary leader with strong decision-making skills to join its leadership team as Assistant City Manager. The ideal candidate must be a proven municipal leader with the ability to successfully manage any city department, program, project or activity assigned by the City Manager. The incoming Assistant City Manager will provide executive leadership and strategic guidance to ensure the efficient operation of city government and will work alongside public safety departments (police and fire) and will be key in the discussion to address community violence.
