  • Inspects residential properties and collects data on parcels included in the annual quintile review.
  • Updates the countywide computer system with data collected from blueprints, building permits and in the field .
  • Considers county-wide information and practices when calculating property values.
  • Perform queries of data in CAMA system to utilize in reports for analysis.
  • Responds to taxpayer questions and inquiries regarding assessment laws, procedures, practices and valuations in person and over the phone.
  • Performs sales qualification and Certificate of Real Estate Value processing for residential properties.
  • Administers specific legal requirements as fixed by state and local law pertaining to property tax appraisals, including real property re-evaluations, sales studies, real property re-appraisals, new construction appraisals, real property and special assessment information.
  • Performs division and combination of parcels to new Property Identification Numbers for residential properties.
  • Attends yearly Board of Appeal and Equalization meetings.
  • Assists with training other appraisers in procedures and standards, when required.
  • Regular use and maintenance of numerous software applications, including spreadsheets, Word documents and other Microsoft Office applications.
  • Follows oral and written instructions such as supervisor’s work orders and equipment operation manuals.
  • Regular and reliable attendance during scheduled work hours and outside regular hours as necessary.
  • Maintains positive professional working relationships with all staff levels, other jurisdictions and outside agencies, and the general public.
  • Drives City vehicle in accordance with City Administrative Orders.
  • Performs other related functions as apparent or delegated.
To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.
  • Knowledge of the principles, practices, methods, techniques, tools and equipment used in real property appraisals and valuations.
  • Knowledge of residential building construction styles and quality grades.
  • Ability to perform real property appraisal of related properties and land.
  • Ability to establish and maintain effective working relations with others.
  • Ability to keep records and prepare other reports.
  • Ability to effectively operate all equipment related to the position, including but not limited to personal computer, related software applications, measuring devices and copier.
  • Ability to understand and read blueprints, legal descriptions, plat drawings and maps.
  • Ability to work independently with self-motivation and effective time management.
  • Ability to obtain Accredited Minnesota Assessor license within five years of receiving CMA license.
  • Ability to work cooperatively with City personnel, external vendors, and the public.
  • Ability to perform duties with tact, diplomacy, and discretion.
  • Ability to be detail oriented and follow through with tasks.
  • Ability to maintain a team and service oriented approach to work.
  • Must have the ability to accept criticism or discipline.

MINIMUM QUALIFICATIONS:

  • Two years of course work in an accredited college, university or equivalent.

  • Strong communication and organizational skills. 

  • Ability to obtain Certified Minnesota Assessor designation within three years of employment.

  • Valid driver’s license with good driving record.

  • This position involves extensive walking including navigating stairs, hallways and ramps. Candidate must be physically able to inspect properties and drive a vehicle.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in real estate, finance, accounting or related field

  • One year prior assessing, appraisal, residential construction or real estate background.

PHYSICAL DEMANDS:

Lifting and repetitive motions; work requires close vision, distance vision, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities work regularly requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic). 

EQUIPMENT/JOB LOCATION:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This position works primarily in the field, so exposure to inclement weather is likely. When working in the office, exposure to computer monitors is typical. This position works closely with others in a cubicle environment.

CONDITIONS OF EMPLOYMENT:

  • Must comply with organizational and departmental policies.

  • Obtain Certified Minnesota Assessor (CMA) license within three years of employment

  • Obtain Accredited Minnesota Assessor license within five years of receiving CMA license

  • Must possess a valid driver’s license with a good driving record

  • Outside employment doing appraisal work is not allowed
